شناسایی و تحلیل عوامل موثر بر کاهش تاخیر در پرو‌ژه‌های عمرانی ورزشی

این پژوهش با هدف شناسایی و تحلیل عوامل موثر بر کاهش تاخیر در پروژه‌های عمرانی ورزشی بود که به‌صورت کیفی و به روش پدیدار شناختی انجام شد. جامعه پژوهش خبرگان آگاه به موضوع تحقیق در وزارت ورزش و جوانان، شرکت توسعه و تجهیز اماکن ورزشی و اساتید مدیریت ورزشی بودند که با استفاده از روش گلوله برفی تعداد 13 نفر از آن‌ها به‌عنوان نمونه انتخاب گردیدند. به‌منظور درک عمیق و همه‌جانبه‌ عوامل موثر بر کاهش تاخیر در پروژه‌های عمرانی ورزشی از روش مصاحبه نیمه ساختاریافته استفاده گردید. برای اطمینان از اعتمادپذیری و انتقال‌پذیری (روایی) تحقیق اقداماتی شامل؛ مشارکتی بودن تحقیق، تطبیق توسط اعضا و برای تایید اتکاپذیری (پایایی) پژوهش کدگذاری مجدد توسط پژوهشگر و درصد توافق درون موضوعی انجام شد و از نرم‌افزار تحلیل کیفی nvivo10، استفاده شد. با توجه به نتایج تحقیق و بر اساس کدگذاری اولیه و محوری صورت گرفته تعداد 53 عامل در 10 گروه؛ مالی، مهندسی، برآوردی، زیرساختی، انسانی، حقوقی، پشتیبانی، نظارتی، طبیعی و مدیریتی به عنوان عوامل موثر بر کاهش تاخیر در پروژه‌های عمرانی ورزشی شناسایی گردید، که در این میان عوامل مدیریتی، مهندسی، نظارتی و مالی از اهمیت بیشتری برخوردار بودند. بنابراین مسئولین این حوزه می‌توانند با لحاظ این عوامل مهم زمینه کاهش تاخیر در پروژهای عمرانی و در نهایت توسعه ورزش و بهره‌مندی از مزایای آن در سطح جامعه را فراهم آورند.

identifying and analyzing the factors affecting the reduction of delays in sports construction projects

the aim of this study was to identifying and analyzing the factors affecting the reduction of delays in sports construction projects, which was conducted qualitatively and phenomenologically. the study population was experts aware of the research in the ministry of sports and youth, sports facilities development and equipping company and sports management professors, 13 of whom were selected as a sample using the snowball method. in order to have a deep and comprehensive understanding of the factors affecting the reduction of delays in sports development projects, the semi-structured interview method was used. to ensure the validity of research, measures include; participatory research, adaptation by members, and to confirm the reliability of the research, the researcher himself recoded, the percentage of agreement within the topic, and the use of qualitative analysis software using nvivo 10 software. according to the research results and based on the initial and axial coding, 53 factors in 10 groups; financial, engineering, estimation, infrastructure, human, legal, support, supervising, natural and managerial were identified as effective factors in reducing delays in sports development projects. among these factors, managerial, engineering, supervising and financial factors were more important. therefore, by view of these important factors, the officials in this field can provide the reducing delays in construction projects and developing sports and its benefits at the community.
