طراحی مدل ارزیابی عملکرد پیمانکاران پروژه‌های ساخت مجموعه‌های ورزشی با رویکرد تلفیقی کارت امتیازی متوازن (Bsc) و ویکور فازی

هدف این پژوهش طراحی مدل ارزیابی عملکرد پیمانکاران پروژه‌های ساخت مجموعه های ورزشی می باشد. روش تحقیق کاربردی و از نوع توصیفی همبستگی می‌باشد. در این پژوهش با استفاده از مطالعات کتابخانه‌ای و روش دلفی عوامل موثر بر ارزیابی عملکرد پیمانکاران پروژه‌های ساخت مجموعه‌های ورزشی بر مبنای ابعاد کارت امتیازی متوازن (حوزه مالی، حوزه مشتری، فرایندهای داخلی، یادگیری و رشد) شناسایی گردید. در مرحله دوم برای جمع‌آوری داده‌ها از خبرگان (پیمانکاران پروژه‌های ساخت مجموعه‌های ورزشی) از روش میدانی استفاده شد. سپس وزن هر یک از معیارها (ابعاد کارت امتیازی متوازن) با استفاده از روش fahpو بر مبنای نظر مدیران و کارشناسان عمرانی و پیمانکاران پروژه‌های ساخت مجموعه‌های ورزشی تعیین و به عنوان ورودی روش ویکور فازی درنظر گرفته شد. در نهایت با استفاده از روش ویکور فازی و پیاده‌سازی در نرم‌افزار متلب وزن هر یک از عوامل تعیین گردید. نتایج حاصل درخصوص تعیین وزن معیارها و اولویت‌بندی عوامل موثر بیانگر این است که در بین عوامل، مهارت و دانش کافی در برآورد اولیه پیمان با هزینه واقعی، تجربه و عملکرد پیشین پیمانکار، استفاده از نیروهای متخصص و فنی، رعایت اصول کیفی و ایمنی، استفاده از تجهیزات و امکانات به‌روز در پروژه در رتبه‌های اول تا پنجم قرار گرفتند.

Designing Performance Assessment Model for Contractors of Sports Complex Construction Projects with Integrated Balanced Scorecard (BSC) and Fuzzy VIKOR Approach

The aim of this study is designing the performance assessment model for sports complex building projects contractors. The method is practical of the correlationdescriptive type. In this study the effective parameters on the performance of sports complex building contractors were identified based on the dimensions of the balanced scorecard (financial section, costumer section, internal affairs, learning and growth), through library research and Delphi method. In the second stage, in order to gather data from experts (sports complex building projects contractors), field research was utilized. Then, the weight of each criterion (balanced scorecard dimension) was determined using the FAHP method based on the viewpoint of the construction managers and experts and sports complex building projects contractors, and was considered to be the input for the Fuzzy VIKOR method. Finally, using the fuzzy VIKOR method and implementation in MATLAB software, the weight for each factor was determined. The results of the factor weight determination and the prioritizing of effective factors shows that among the factors, skill and adequate knowledge in estimating the actual cost in the initial contract, contractor previous experience and performance, making use of an expert technical force, abiding by quality and technical principals, using up to date tools and facilities in the project, were ranked one to five.
