ارائه مدل حکمرانی خوب الکترونیک در وزارت ورزش‌وجوانان

هدف از انجام پژوهش حاضر، ارائه مدل حکمرانی خوب الکترونیک در وزارت ورزش‌وجوانان بود. پژوهش حاضر ازلحاظ هدف، کاربردی، ازنظر شیوه گردآوری داده‌ها توصیفی پیمایشی و براساس رویکرد پژوهش، آمیخته بود. جامعه آماری این پژوهش در دو بخش کیفی(12 مصاحبه) و کمی(تعداد: 89 نفر)، صاحب‌نظران در بخش های مختلف وزارت ورزش‌وجوانان نظیر اساتید دانشگاهی آگاه به مسئله حکمرانی خوب و برخی از مدیران گذشته و حال وزارت ورزش‌وجوانان بودند. از روش نمونه‌گیری طبقه‌ای تصادفی استفاده شد. در بخش کیفی از روش کدگذاری باز، محوری و انتخابی براساس مدل پارادایمی استراوس و کوربین (1998) استفاده شد و در بخش کمی نیز از روش معادلات ساختاری (نرم‌افزار اسمارت پی. ال. اس.) استفاده شد. یافته‌های پژوهش در هر پنج بعد شرایط زمینه‌ای، شرایط علّی، شرایط مداخله‌گر، راهبرد و پیامدها بررسی شدند. نتایج نشان داد که راهبردهای منتج از مدل که تحت تاثیر شرایط زمینه ای و مداخله گر قرار گرفته اند شامل: طراحی مکانیزم اصلاح فاکتورهای دولت الکترونیک در وزارت ورزش، ایجاد سند راهبردی حکمرانی خوب الکترونیک در وزارت ورزش، مهندسی مجدد فرایندها، مدیریت منابع انسانی و مدیریت تغییر می باشد. بنابراین توصیه می شود که از نتایج حاصل از این پژوهش به منظور بهبود عملکرد وزارت ورزش و جوانان استفاده گردد.

Providing a Good Electronic Governance Model at the Ministry of Sports and Youth

The purpose of this study is to present a model of good electronic governance in the Ministry of Sports and Youth. The present research is applied in a descriptivesurvey method in terms of data collection method and is mixed according to research approach. The statistical population of this research is divided into two qualitative sections (12 interviews) and a quantity sections (89) that is some experts in various departments of the Ministry of Sport and Youth such as: Academic professors aware of the issue of good governance, some past and present managers of the Ministry of Sport and Youth. Stratified random sampling method was used. In the qualitative section, an open, axial and selective coding method was used based on the Strauss and Corbin Paradigm model, and in the quantity sections of the structural equation method (SmartPLS software). The research findings were investigated in each of the five dimensions of the underlying conditions, causal conditions, interventional conditions, strategy and outcomes. The results showed that the strategies resulting from the model that were influenced by contextual and confounding conditions included: designing a mechanism for reforming egovernment factors in the Ministry of Sport; Change management. Therefore, it is recommended to use the results of this study to improve the performance of the Ministry of Youth and Sports.
