مفهوم تغییر اساسی در تعیین منشا کالاهایی که در چندین کشور تولید می‌شوند، نقشی حیاتی ایفا می‌کند و بر اعطای ترجیحات تجاری و اعمال تدابیر مختلف دولتی بر این کالاها تاثیر بسزایی دارد. این مفهوم در قلب قواعد مبدا قرار گرفته و به عنوان ابزاری برای تشخیص کشوری که یک کالا واقعاً در آن تولید شده است، عمل می‌کند. در دنیای پیچیده تجارت جهانی، جایی که زنجیره‌های تامین جهانی و تولیدات چندملیتی به امری رایج تبدیل شده‌اند، تعیین منشا کالاها به چالشی مهم تبدیل شده است. مفهوم تغییر اساسی، با تاکید بر تحولات اساسی در فرآیند تولید، به حل این چالش کمک می‌کند و شفافیت و عدالت را در تجارت بین‌المللی تقویت می‌نماید.برای ارزیابی اینکه آیا یک محصول دچار تحولات اساسی شده و واجد شرایط دریافت وضعیت مبدا است یا خیر، چندین معیار فرعی یا مکمل شامل تغییر در طبقه‌بندی تعرفه‌ای، آزمون ارزش افزوده، و معیارهای فرآیند تولید خاص در نظام‌های حقوقی مختلف و موافقت‌نامه‌های تجاری به کار گرفته می‌شوند .هدف این پژوهش بررسی مفهوم و کاربرد این معیارها در سیستم‌های قواعد مبدا، با تاکید ویژه بر رویکرد حقوق ایران، خواهد بود. همچنین، به چگونگی اعمال مفهوم تحولات اساسی و معیارهای فرعی آن در موافقت ‌نامه قواعد مبدا و آخرین پیش نویس تلفیقی کارگروه هماهنگ سازی قواعد مبدا سازمان جهانی تجارت می‌پردازد. نتایج این پژوهش می‌تواند به عنوان مبنایی برای اصلاح و بهبود قوانین و مقررات مرتبط با قواعد مبدا در ایران و سایر کشورها مورد استفاده قرار گیرد.
