رتوریک سیاسی و الگویابی پارلمانی در نطق‌های عمومی فراکسیون امید و ولایت

رتوریکِ سیاسی از اَشکال نوینِ علمِ رتوریک یا همان شیوه به کارگیری ابزارهای اقناع در کلام، به شمار می آید و به طبع آن رتوریک پارلمانی نیز که از مظاهر مهمِ گفتمانِ سیاسی کشورهاست نیاز به مطالعه و بررسی قابل توجهی دارد. پنج کانون اصلی خلق (اِتوس، لوگوس،پاتوس)، جاگذاری در متن، فصاحت، ارائه و به خاطرسپاری از فازهای مهم بررسی رتوریکِ سخنرانی ها از نگاه سنتی تا مدرن، هستند. در این تحقیق با هدف بررسی نقاط ضعف و قوت مذاکرات نطق عمومیِ نمایندگان مجلس شورای اسلامی، به خوانشی جدید از رتوریک پارلمانی در ایران خواهیم رسید و با بررسی الگوی نطق عمومی در نمایندگان دو فراکسیون امید و ولایت درمی یابیم که در بیشتر موارد فارغ از تفاوت در نوع پاتوس، ناطقین در بخش جاگذاری و ارائه دچار ضعف هستند. درنهایت، براساس نتایج به دست آمده هدف، ارائه الگویی جهت دستیابی به نطقی اصولی و منطبق با موازین رتوریکی ارائه است تا رتوریکی پویا و کارآمد را بر حسب نیازهای روز شاهد باشیم.

Political Rhetoric and Parliamentary Patterning in the General Speeches of the Omid and Velayat Fractions

Political rhetoric is one of the new forms of rhetorical science or the use of persuasion rsquo;s means in speech. In this regard, the parliamentary rhetoric, which is one of the most prominent manifestations of the political discourse of the countries, needs to be studied substantially. The five main centers of Rhetoric as creativity (Ethos, Logos, Pathos), Disposition, Eloquence, Deliverance and Memorial, form the important phases of the Rhetorical study of lectures from traditional to current concept. In this study, with the aim of examining the strengths and weaknesses of the debates in the general speech of the Islamic Consultative Assembly rsquo;s members, the authors will find a new pattern of the parliamentary rhetoric in Iran. By examining the pattern of general speech in the representatives of the two political fractions, Omid and Velayat, the authors have found that in most cases, regardless of the difference in the type of Pathos, speakers are weak in Disposition and Deliverance section. Finally, based on the results obtained, the authors provide a model for achieving a principled speech based on rhetorical rules.
