بررسی کارکرد مجلس شورای اسلامی در نظام سیاسی ایران(با تاکید بر دوره های ششم و هفتم)

کارکرد مجلس در حکومتهای دموکراسی از یک طرف و ارتباط قوه های مجریه و مقننه در این سیستم از طرف دیگر، نقش برجسته ای در مراحل سیاست گذاری و همچنین شایستگی جوابدهی دستگاه دیوان سالاری به انتخاب شوندگان سیاسی و نمایندگان مجلس مطرح می کند. پرسش اصلی مقاله این است که با توجه به وضعیت اثرگذاری مجلس شورای اسلامی در دوره های ششم و هفتم، نظام سیاسی ایران به کدام یک از مدل های ریاستی و پارلمانی نزدیک بوده است؟ در این کار تحقیقی سه متغیر کارکرد قانون گذاری مجلس، کارکرد نظارتی مجلس و ارتباط مجلس با سایر نهادهای سیاسی مورد مطالعه و بررسی و با استفاده از اطلاعات بایگانی شده و با روش تحقیق کیفی مورد تحلیل و تجزیه قرار گرفته است. نتیجه این تحقیق مطرح می کند که نقش و تاثیرگذاری مجلس شورای اسلامی به عنوان یک قوه که دارای استقلال می باشد روند کاهشی یافته و نظام سیاسی ایران به نظام ریاستی نزدیک بوده که روند افزایشی داشته است.

investigating the functioing of the islamic council in iran،s political system( with emphasis on the sixth and seventh periods)

the function of the parliament in a democratic government on the one hand and the relationship with the executive and legislative branches in this system on the other hand, play a prominent role in the policy-making stages and also the competence of the bureaucratic apparatus to respond to political elected officials and members of parliament. the main question of the article is that, considering the effectiveness of the function of the islamic consultative assembly in the sixth and seventh terms, which of the presidential and parliamentary systems have the iranian political systems been closest to? in this research work, three variables of the legislative function of the parliament, the supervisory function of the parliament, and the relationship of the parliament with other political institutions have been studied and examined, and using archived information, this research has been written in a descriptive and analytical manner from the perspective of the objective. the result of this research suggests that the role and effectiveness of the islamic consultative assembly as one of the branches of government that has political independence has decreased and in iranian political systems it has been close to the presidential system, which has had an increasing trend.
