حکمرانی در جامعه ی پیچیده ی شبکه‌ای

حکمرانی در سه سویه مشارکت‌، مشروعیت و تقنین منشاء اثر و گفت‌وگو می‌باشد. حکمرانی به مثابه موضوع قدرت، هم‌زمان با تطورات قدرت دچار دگرگونی شده و بسترهای جدیدی را تجربه می‌کند. بر این مبناء موضوع حکمرانی، هنگامی که در جوامع پیچیده و شبکه‌ای قرار می‌گیرد شرایطی متفاوت از جوامع پیشاشبکه‎‌ای پیدا می‌کند. این تحقیق در پی آن است تا به این موضوع بپردازد که حکمرانی در جامعه پیچیده شبکه‌ای چگونه است؟ از این رو هدف اصلی این تحقیق، شناخت چارچوبی است که بتواند به پردازش جدیدی از کیفیت حکمرانی در جامعه پیچیده و شبکه‌ای بپردازد. در این پژوهش که دارای رویکردی توصیفی- تحلیلی می‌باشد سعی شده تا با استفاده از روش اسنادی در ضمن گفتمان تفسیری و نظریه پیچیدگی و با رجوع به منابع معتبر، ابعاد مختلف موضوع، بررسی و بیان گردد. یافته‌های تحقیق بیانگر آن است که طراحی هویت‌های رقومی یکتا و انحصاری و همچنین داده‌های کلان و معنادار برای حکمرانی در جامعه پیچیده شبکه‌ای، نقش اساسی را ایفاء می‌کنند.

governance in the three aspects of participation, legitimacy and legislation is the source of effect and dialogue. governance as a matter of power is evolving and experiencing new contexts as power evolves. accordingly, the issue of governance, when placed in complex and networked societies, finds different conditions from pre-networked societies. this research seeks to address the issue of what governance is like in a complex networked society. therefore, the main purpose of this research is to identify a framework that can deal with a new processing of the quality of governance in a complex and networked society. in this research, which has a descriptive-analytical approach, an attempt has been made to study and express the various dimensions of the subject by using the documentary method in addition to interpretive discourse and complexity theory, with reference to reliable sources. the research findings indicate that the design of unique and exclusive digital identities as well as large and meaningful data for governing a complex network society play a key role.
