پژوهشی تطبیقی در باب توسعه سیاسی در ایران

مقوله تحقق توسعه و انواع آن در شکلهای اقتصادی، سیاسی، فرهنگی و اجتماعی، همواره یکی از دغدغه‌های اندیشمندان و پژوهشگران مطالعات توسعه بوده است. اینکه چه زمینه‌ها و عوامل وجود دارد که توسعه محقق می‌شود یا محقق نمی‌شود. مساله توسعه به ویژه توسعه سیاسی، در ایران عمری بیش از یک قرن دارد و کماکان بر سر اصول ، استراتژی و در مجموع راه های تحقق بخشیدن به آن مجادلات فراوان علمی و دانشگاهی صورت می‌گیرد. در این پژوهش تلاش شده است تا روایت حسین بشیریه و محمود سریع القلم در حوزه مطالعات توسعه در ایران مورد بررسی قرار گرفته است. سئوال اصلی پژوهش حاضر مبتنی بر این امر است که توسعه سیاسی و موانع تحقق آن در ایران از منظر این دو روایت چیست؟ طبق یافته‌های پژوهش  بشیریه با رویکردی جامعه شناختی و تاریخی، تلاش دارد توسعه را از منظر ساختارهای اجتماعی و سیاسی مورد تحلیل قرار دهد. از سوی دیگر سریع القلم در پرداخت موضوع توسعه با رویکردی کارگزارمحور بر ذهنیت و شخصیت ضدتوسعه‌ای ایرانی تاکید دارد و تلاش کرده است با تحلیل و توصیف اکنونیت توسعه سیاسی در ایران علل عدم نیل به آن را مورد بحث قرار دهد.

A comparative study on barriers to political development in Iran

The issue of development realization and its types in economic, political, cultural and social forms has always been one of the concerns of thinkers and researchers in development studies. What are the contexts and factors that make development happen or not? The issue of development, especially political development, has been around in Iran for more than a century, and there are still many scientific and academic controversies over its principles, strategy, and ways to achieve it. In this research, an attempt has been made to examine the narrative of Hossein Bashirieh and Mahmoud Sari alQalam as two thinkers in the field of development studies in Iran. The main question of the present study is based on the fact that what is the political development and obstacles to its realization in Iran from the perspective of these two narratives? According to the research findings, Bashirieh tries to analyze development from the perspective of social and political structures with a sociological and historical approach. On the other hand, Sari alQalam emphasizes the Iranian antidevelopment mentality and personality in addressing the issue of development with an agentoriented approach and has tried to discuss the reasons for not achieving it by analyzing and describing the current state of political development in Iran.
