فرهنگ سیاسی نخبگان و حکمرانی خوب در جمهوری اسلامی ایران (مطالعه موردی دولت اصلاحات)

بحث حکمرانی خوب در دهه‏های اخیر، به یکی از موضوعات اساسی در ادبیات توسعه و گزارش سازمان‏های بین‏المللی تبدیل‌شده است. اما در خصوص تعریف و شاخص‏های آن بین پژوهشگران و سازمان‏های بین‏المللی، اجماع نظر چندانی وجود ندارد. تحقق شاخص‏های حکمرانی خوب که با شاخص‏های حکمرانی دموکراتیک نیز همسویی‏ها و همپوشانی‏هایی دارد؛ مستلزم برخی پیش‏شرط‌های اقتصادی، اجتماعی و سیاسی است. علاوه بر این پیش‌شرط‌ها، فرهنگ سیاسی و به‌ویژه فرهنگ سیاسی نخبگان نیز، نقش مهمی در نهادینگی عناصر حکمرانی خوب بالاخص در کشورهای درحال‌توسعه ایفا می‏کند؛ این موضوع در دهه‌های اخیر، موردتوجه برخی از پژوهشگران مطالعات حکمرانی خوب قرارگرفته است. پرسش اصلی پژوهش آن است که، چه رابطه‏ای بین فرهنگ سیاسی نخبگان سیاسی در جمهوری اسلامی و نهادینگی شاخص‏های حکمرانی خوب در دولت اصلاحات (84-76) وجود دارد؟ پژوهش حاضر با رویکردی تحلیلی مبتنی بر شواهد و با روش مطالعه اسنادی و کتابخانه‏ای صورت پذیرفته است. یافته‌های پژوهش نشان می‌دهد که گفتمان و فرهنگ سیاسی دموکراتیک نخبگان سیاسی در دولت اصلاحات، برخلاف دولت‌های پیش و بعد از خود، نقش مهمی در نهادینگی برخی از شاخص‌های حکمرانی خوب داشته است.

Elite Political Culture and Good Governance in TheIslamic Republic Of Iran (Reform Government Case Study)

The debate over good governance has become a central issue in the literature of development and reports of international organizations in recent decades. But there is little consensus on the definition and indicators of it among researchers and international organizations. The realization of good governance indicators, which also overlaps with democratic governance indicators, requires some economic, social and political preconditions. In addition to these preconditions, political culture, and in particular the political culture of the elite, plays an important role in the institutionalization of good governance elements, especially in developing countries; this has been the focus of some researchers of good governance in recent decades. This study is a descriptiveanalytic research and uses a documentary study to investigate the relationship between the political culture of the political elite in the Islamic Republic and the institutionalization of good governance indicators in the reform government (7684). The findings of the present study show that the democratic political discourse and culture of the political elite in the reform government, unlike the ones before and after it, has played an important role in institutionalizing some of the indicators of good governance.
