نقدی بر کتاب تحلیل خط‌مشی عمومی: مفاهیم، رویکردها، مدل‌ها، و فرایندها

تحلیل خط‌مشی عمومی گرایشی جدید از مدیریت دولتی در دانشگاه‌های معتبر است که به مطالعۀ نقش تحلیل‌گران در تدوین و اجرای خط‌مشی عمومی و ارائۀ سبک‌‌های مختلف تحلیل می‌پردازد. تحلیل ‌‌خط‌مشی روشی برای فرمول‌‌‌بندی و شناخت مشکلات ‌‌‌به‌منظور ‌‌‌جست‌وجو برای راه‌حل‌‌های ممکن است. بدین منظور، کتاب عباس منوریان، تحلیل خط‌مشی عمومی: مفاهیم، رویکردها، مدل‌ها، و فرایندها، از انتشارات دانشگاه تهران به سال 1396، در 272 صفحه، با شابک 6-7092-03-964-978 انتخاب شده و موردنقد قرار گرفته است. این پژوهش از نوع تحلیل محتوا و از حیث اجرا انتقادی  کاربردی است. به همین منظور، درابتدا به معرفی پدیدآورنده و توصیف شکلی و محتوایی اثر پرداخته شده و سپس در سه بعد شکل ظاهری، ساختاری، و محتوایی موردارزیابی و تحلیل واقع شده است. ارزیابی به‌عمل‌آمده نشان می‌دهد این کتاب، ضمن دارابودن محاسن و نقاط قوت خاص خود، به بازنگری و اصلاح در ابعاد سه‌گانۀ فوق، به‌ویژه تولید محتوای مناسب‌تر با تحلیل خط‌مشی عمومی، نیاز دارد.

analysis of public policy is a new trend of public administration in prestigious universities that studies the role of analysts in formulating and implementing public policy and providing different styles of analysis. policy analysis is a way to formulate and identify problems in order to search for possible solutions. for this purpose, the book analysis of public policy: concepts, approaches, models, and processes, tehran: university of tehran press. 2018. 272 p. isbn 6-7092-03-964-978 has been selected and criticized. this research is of content analysis type and is applied in terms of critical implementation. in this regard, first, the creator and descriptive form and content of the work are introduced and then evaluated and analyzed in three dimensions of appearance, structure and content. the evaluation shows that this book, while having its own advantages and strengths, needs to be reviewed and corrected in the above three dimensions, especially the production of appropriate content with general policy analysis.
