رویکردی انتقادی به کتاب امنیت منطقه‌ای در خاورمیانه

خاورمیانه به‌لحاظ امنیت از مناطق مهم جهان بوده که متون زیادی درباره آن خصوصاً در سال‌های اخیر نوشته شده است. یکی از متن‌های اخیر دراین‌باره کتاب امنیت منطقه‌ای در خاورمیانه نوشته پینار بیلگین است که روندهای امنیت را براساس رابطه بین منطقه و رویه‌های عملی در الگوی چهارگانه خاورمیانه، نظام منطقه‌ای عرب، خاورمیانه اسلامی، و ارو مدیترانه با رویکردی انتقادی بررسی می‌کند. در این مقاله که کتاب ذکرشده بررسی می‌شود، سوال اصلی این است که بازنگری انتقادی امنیت منطقه‌ای در خاورمیانه ازدیدگاه بیلگین چه نوآوری نظری و عملی داشته است؟ فرضیه اصلی مقاله نیز چنین است که رویکرد انتقادی به امنیت منطقه‌ای، ضمن نقد نظریه‌های سنتی، تلاش کرده است الگوی جدیدی از امنیت منطقه‌ای برگرفته از جامعه امنیتی کارل دویچ و همکارانش معرفی کند، هرچند در عمل امکان شکل‌گیری‌اش با چالش‌های جدی روبه‌رو است. درواقع، بیلگین تلاش کرده ضمن بررسی دیدگاه‌های سنتی امنیت منطقه‌ای در خاورمیانه، الگویی بومی معرفی کند که امنیت را از پایین به بالا و از داخل به خارج نگاه می‌کند، گرچه به‌لحاظ عملی، امنیت منطقه‌ای خاورمیانه هم‌چنان دولت‌محور و از بالا به پایین است.

A Critical Approach to the Book of Regional Security in the Middle East

The Middle East has been the important region of the world in terms of security, with many texts written about it especially in recent years. One of the recent texts on this subject is the book "Regional Security in the Middle East" by Pinar Biligin, which studies the security trends based on the relationship between the region and practical practices in the quadrangle pattern including the Middle East, the Arab Regional System, the Islamic Middle East, and the EuroMediterranean, with a critical approach. In this article which reviews the book mentioned above, the main question is, what is the theoretical and practical innovation of a critical review of regional security in the Middle East from Biligin’s point of view? The main hypothesis of the paper is that the critical approach to regional security, while criticizing traditional theories, has tried to introduce a new pattern of regional security derived from the security community of Karl Deutsch and his colleagues. However, in practice, its formation is facing serious challenges. Indeed, Bilgin has tried to look at the traditional views of regional security in the Middle East, introducing a native model that looks at security from the bottom up and from the inside out, although, in practical terms, regional security in the Middle East is still statecentered and topdown.
