نقد و تحلیل کتاب public finance and public policy

بحث دربارۀ جایگاه مطلوب بخش عمومی (دولت) در اقتصاد از دیرباز موردتوجه مکاتب گوناگون فکری قرار داشته و به‌علت اهمیت وافر وارد برنامه‌های رسمی دانشگاه‌ها در سراسر جهان شده است. هدف در این مقاله تحلیل و نقد کتاب درسی مالیۀ عمومی و سیاست عمومی تالیف جاناتان گروبر است که از جدیدترین کتاب‌های درسی این حوزه به‌شمار می‌رود و هم‌اکنون در تعداد قابل‌توجهی از دانشگاه‌های مطرح جهان به‌عنوان کتاب درسی اصلی اقتصاد بخش عمومی تدریس می‌شود. از نقاط قوّت این کتاب می‌توان به رعایت استانداردهای صوری تالیف کتاب‌های درسی، به‌روزبودن اثر، تاکید قابل‌ملاحظه بر موضوعات کاربردی و مطالعات تجربی، نظم منطقی حاکم بر کتاب، بیان سلیس مولف، و گسترۀ منابع مورداستفاده در تدوین کتاب اشاره کرد. بااین‌حال، این کتاب نقاط ضعف مهمی نیز دارد. ازجمله این نقاط باید به تاکید بیش از حد بر رویکرد اقتصاد رفاه پارتویی و بی‌توجهی به رویکردهای بدیل مانند رویکرد رالز و آمارتیا سن، فقدان رویکرد تاریخی، توجه‌‌نکردن به نظریات اقتصاددانان غیرلیبرال مانند اقتصاددانان سوسیالیست، ذکرنکردن مباحث مرتبط با مالیۀ عمومی در کشورهای درحال‌توسعه، و کم‌توجهی به برخی مباحث علمی جدید مانند مالیۀ عمومی رفتاری یا نظریۀ بازی‌ها اشاره کرد.

Jonathan Gruber’s “Public Finance and Public Policy”: A Critical Analysis

The idea of the proper role of the public sector (the state) in the economy has been discussed from the ancient times and due to its importance has entered the educational programs of universities around the world. This paper introduces and critically analyses Jonathan Gruber’s Book entitled “Public Finance and Public Policy”. The book is one of the most recent textbooks in the field and is used as the main textbook in the public sector economics courses in many universities. The main strengths of the book are: fulfilling the formal standards of textbooks, uptodate contents, the author’s emphasis on the practical and experimental issues of the public finance, its logical order, and its very user friendly writing. But, the book has some important shortcomings such as: its emphasis on the Pareto approach and neglecting alternative approaches such as the Rawlsian approach or the Amarya sen`s capability approach, lack of care to the historical approach and issues, neglecting nonliberal economists’ theories (e.g. socialist theories), neglecting the specific issues of the public finance in developing countries and ignoring new scientific instruments and issues such as game theory and behavioral public finance.
