توسعه ظرفیت‌های جمعی و فردی ذی‌نفعان برای بهره‏برداری پایدار از تالاب بیشه‏دلان شهرستان بروجرد

مانند بیشتر تالاب‌های کشور، تالاب بیشه دلان نیز وضعیت مطلوبی نداشته، تعادل اکولوژیکی آن شکننده و ناپایدار است. این پژوهش، با هدف تدوین و اجرای یک برنامه آموزشی در مورد اهمیت تالاب بیشه دلان و چگونگی استفاده مسئولانه از آن، به وسیله ذی‌نفعان دولتی و غیردولتی و با هدف ترمیم و حمایت از احیاء آن انجام شده است. در این ارتباط، به منظور آگاهی و شناخت از موضوعات اقتصادی، اجتماعی، فناوری، سیاسی و فرهنگی منطقه مورد مطالعه، 10 کارگاه آموزشی به روش غیرتصادفی هدفمند در منطقه برگزار شد. سپس، با بهره‌گیری از نظرات نخبگان، نقاط قوت‌ها، ضعف‌ها، فرصت‌ها و تهدیدها، تالاب شناسایی و پس از آن، مطابق با برنامه عمل cepa، چهار راهبرد شامل مشارکت مردمیاطلاع‌رسانی و مسائل اقتصادی اجتماعی، ارتقاء همکاری‌های ملی در خصوص حفاظت و مدیریت تالاب، رسیدن به وضعیت مطلوب محیط زیست و رسیدن به وضعیت مطلوب آب و خاک تعیین وسپسرتبه‌بندی شدند. با توجه به نتایج به دست آمده از رتبه‌بندی راهبردها و همچنین نتایج گرفته شده از ماتریس ‏qspm،‏ راهبرد محافظه‏کارانه wo، راهبرد اصلی برای منطقه مطالعاتی تعیین شد. در این راهبرد، تولید صنایع دستی و فروش غیر مستقیم محصولات آن به گردشگران، از فرصت‌های منطقه به شمار آمده که می‌تواند، ضمن اشتغال مستقیم و غیر مستقیم جوامع محلی، موجب کاهش نقاط ضعف منطقه (نظیر پایین بودن سطح درآمد خانوار، ضعف امکانات زیرساختی اولیه در روستاها و نظایر آن) شود. بر اساس نتایج حاصل از این پژوهش، توانمندسازی جوامع محلی در دستیابی به مدیریت مشارکتی تالاب، یکی از بهترین راهبردها در راستای بهره‏برداری پایدار از تالاب بیشه دلان است.

Development of stakeholder collective and individual capacities for rational and sustainable exploitation of Bishe Delan Wetland, Boroujerd City

Like most of the wetlands in the country, Bisheh Delan Wetland is in poor condition and its ecological balance is fragile and unstable. The purpose of this study was to develop and implement a training program on the importance of Bisheh Delan Wetland and how to use it responsibly by governmental and nongovernmental stakeholders with the aim of repairing and supporting its restoration. In this regard, 10 workshops were conducted in a nonrandomized purposeful manner in order to gain insight into the economic, social, technological, political, and cultural issues of the study area. Then, using elite ideas, strengths, weaknesses, opportunities and threats of the wetland were identified. After, in accordance with the CEPA Action Plan, four strategies, including: A) public participationinformation and socioeconomic issues, B) promotion of national conservation and cooperation wetland management, C) achieving optimal environmental status and D) achieving optimum soil and water status were determined and then ranked. Based on the results of the strategy rankings as well as the results from the QSPM matrix, the conservative WO strategy was identified as the main strategy for the study area. In this strategy, handicrafts and indirect sales of its products to tourists are opportunities in the region that can, while directly and indirectly employing local communities, reduce the region’s weaknesses (such as lower household income levels, poor infrastructure facilities and etc). Based on the results of this study, empowering local communities in achieving participatory wetland management is one of the best strategies for sustainable utilization of Bisheh Delan Wetland.
