نقش استراتژی‌های توسعه شهری Cds در ساماندهی سکونتگاه‌های غیررسمی با تلفیق مدل‌هایAnp و Swot (مطالعه موردی: شهرک بهار شیراز)

اسکان غیررسمی نمودی از روند رو به رشد نابرابری های فضایی در شهرهاست، که ناشی از رشد سریع و نامتعادل شهرها می باشد و پیامدهای نامطلوب اقتصادی، اجتماعی، کالبدی را به همراه دارد. استراتژی های توسعه شهر از دیدگاه های جدید و تاثیرگذار در بهبود روند برنامه ریزی سکونتگاه های غیررسمی می باشد. مهم ترین هدف تحقیق بررسی شرایط و مشکلات سکونتگاه های غیررسمی شهرک بهار شیراز با رویکرد cds در جهت ساماندهی شرایط آنهاست، و با بررسی شاخص های کالبدی، اجتماعی اقتصادی، زیست محیطی و برخورداری از خدمات اساسی به تحلیل سکونتگاه غیررسمی شهرک بهار شیراز می پردازد. پژوهش حاضر با ماهیت کاربردی و روش تحقیق ترکیبی (پیمایش و توصیفی تحلیلی) به بررسی نقش استراتژی های توسعه شهری در ساماندهی سکونتگاه های غیررسمی با تلفیق مدل های anp و swot در شهرک بهار شیراز می پردازد. جامعه آماری متخصصان و مدیران شهری شیراز می باشد، حجم نمونه 100 نفر برآورد شد و از طریق روش نمونه گیری چند مرحله ای شناسایی و پرسشنامه های تحقیق تکمیل گردید، سپس با استفاده از مدل تحلیل شبکه و از طریق نرم افزار تصمیم گیری چندمعیاره superdecisons اوزان هر یک از استراتژی های ساماندهی مسکن در سکونتگاه غیررسمی شهرک بهار به دست آمد و همه معیارها با توجه به هدف بهبود وضعیت ساکنان شهرک بهار نیز به ترتیب مشخص گردید. نتایج تحقیق نشان می دهد که بخش عمده سکونتگاه غیررسمی شهرک بهار ناشی از مهاجرتهای روستا شهری است که از احساس تعلق شهروندی پایینی برخوردار بوده و برای سکونتگاه غیررسمی شهرک بهار شیراز، ایجاد اشتغال ساکنین و بهبود کیفیت مصالح و ساخت و سازها با 86/22 درصد اهمیت، استراتژی برتر، حکمروایی خوب محلی با1/18 درصد استراتژی دوم و بهبود و افزایش کیفیت خدمات با 12درصد در اولویت سوم استراتژی قرار دارد.

The role of city development strategies in organizing informal settlements by integrated models of ANP and SWOT (case study: Bahar town of Shiraz)

Informal settlement is a manifestation of growing process of spatial disparities in urban districts, which is the result of rapid and imbalanced growth of towns leading to adverse implication for economic, social and frame consequences. Urban development strategies are new and effective viewpoints for improving the planning process of the informal settlements.The most important purpose of this research is to study the conditions and problems of informal settlements of Bahar town in Shiraz. It has SDS approach to organize their conditions. By considering physical, socialeconomic, environmental indices and having basic services, this research analyses the informal settlements in Bahar town. This aim of this applied research with compound methodology (scaling and descriptiveanalytical) refers to  study the role of urban development strategies in organizing informal settlements by combining SWOT and ANP models in Bahar town of Shiraz. Statistical society of this research is professionals and managers in Shiraz. The sample size was 100 respondents identified through multistage sampling. Research questionnaires were completed. Then, using network analysis and multicriteria decisionmaking software (Super Decisons) for obtaining the weights of each strategy related to organize housing in informal settlements of Bahar town. All criteria were specified by attention to the purpose of improving the settler’s situations. The results show that the main part of informal settlement of Bahar town arises from ruralurban migrations which have poor sense of citizenship. Three strategies were considered for overcoming this informal settlement (Bahar town in Shiraz): the superior strategy is creating job for residents, improving the quality of materials and constructions with the importance of %22/86, the second strategy is good local governance with the importance of %18/1, and the third strategy is improving and increasing the quality of services with the importance of %12.
