شناسایی اولویت ها و قابلیت های توسعه پایدار مناطق مرزی( مطالعه موردی : شهر گشت)

توسعه پایدار رکن اساسی برنامه ریزی منطقه ای و شهری محسوب می شود ، با عنایت به این که مرزهای شرقی ایران به دلیل ‏توسعه نیافتگی و فقر منطقه ، آسیب پذیری بیشتری نسبت به سایر مناطق دارد شایسته است نسبت به شناسایی پتانسیل های ‏توسعه در این مناطق اقدام گردد. هدف از این پژوهش بررسی قابلیت های توسعه شهر مرزی گشت از توابع شهرستان سراوان ‏می باشد.روش تحقیق ،توصیفی و تحلیلی است که به صورت کتابخانه ای و میدانی انجام شده است .تجزیه و تحلیل اطلاعات ‏از طریق ‏‎, entropy shannon ‎‏ مدل تصمیم گیری چند معیاره ‏vikor ‎‏ ‏‎ ‎و همچنین ‏saw fuzzy ‎‏ ‏انجام شد.در ابتدا با استفاده از روش پیمایش و با توجه به تخصصی بودن موضوع در قالب 100 پرسش نامه رتبه دهی و نسبت ‏به به بررسی 20 مورد از مهمترین قابلیت های توسعه در منطقه مورد مطالعه اقدام شد که نهایتا 4 مورد از مهمترین ‏قابلیت ها با شاخص های تعیین شده توسط 10 نفر از نخبگان منطقه به انتخاب جامعه نمونه مورد بررسی و امتیاز دهی مجدد ‏قرار گرفت. نتایج به دست آمده از روش ‏saw fuzzy‏ نشان داد ایجاد امنیت مرزی از طریق واگذاری مرز به افراد بومی با ‏امتیاز قطعی نهایی 1/1، ایجاد اشتغال و درآمد از طریق مرز یا تجارت مرزی با امتیاز قطعی و نهایی 006/1، کشاورزی و صنایع ‏وابسته با امتیاز قطعی و نهایی 716/0 و توسعه بهره برداری از معادن و صنایع وابسته با امتیاز قطعی و نهایی 715/0 مهمترین ‏قابلیت های توسعه منطقه مرزی گشت محسوب می گردند.بنابراین با ایجاد امنیت مرزی در وهله اول و سپس ایجاد تجارت ‏مرزی ، رونق کشاورزی و صنایع وابسته و همچنین بهره برداری از معادن منطقه می توان به توسعه و پیشرفت دست یافت.‏

sustainable development is a critical component of regional and urban planning, given ‎that iran’s eastern borders are more vulnerable than other regions due to ‎underdevelopment and poverty in the region. areas to be worked on. the objective of ‎this study is to study the development capacities of the border town of gosht, which is ‎the function of the city of saravan. the search method is descriptive and analytical, ‎which was carried out as a library and in the field. the multi-criteria decision template ‎was created by vikor and saw fuzzy. 20 of the most important development ‎capabilities in the study area were reviewed, and finally 4 of the most important ‎capabilities with indicators determined by 10 elites of the region selected by the ‎sample community were reviewed and re-scored. the results obtained from the saw ‎fuzzy method showed the creation of border security through the transfer of the ‎border to indigenous people with a final definite score of 1.1, the creation of ‎employment and income through the border or cross-border trade with a definitive ‎final score of 1.006, agriculture and related industries with a final score of 0.716 and ‎the development of mining and related industries with a final score of 0.715 are the ‎most important capabilities of the development of the gosht border region. therefore, ‎by creating border security in place first and foremost, the establishment of cross-‎border trade, agricultural prosperity, and related industries, as well as the exploitation ‎of the region’s mines can lead to development and progress.‎
