تحلیل شبکه مشکلات و کنشگران کلیدی در شهر منطقه اصفهان به کمک روش تحلیل شبکه‌های اجتماعی

شهر برای پاسخگویی به نیازهای ساکنین، نیازمند تعامل با محیط پیرامون خود به عنوان یک سیستم سرشار از منابع مختلف است. در صورتی که این تعامل دچار ضعف یا کاستی گردد، توانایی شهر در جهت تامین نیازهای ساکنین نیز با مشکل روبرو می‌گردد. شهرداری‌ها به عنوان کنشگر اصلی مدیریت شهری، نقش عمده‌ای در برقراری ارتباط بین شهرها و حل این مشکلات دارند، به گونه ای که این مسائل می‌تواند به عنوان زبان مشترک میان کنشگران شهرمنطقه به ایفای نقش بپردازد. این پژوهش از نوع توصیفی تحلیلی و به لحاظ هدف کاربردی است و هدف اصلی دستیابی به مهم‌ترین مشکلات و کلیدی‌ترین کنشگران در شهرمنطقه اصفهان (شامل اصفهان و ده شهر همجوار: ابریشم، بهارستان، خمینی‌شهر، خورزوق، درچه، دولت‌آباد، شاهین شهر، قهجاورستان، گز، و نجف‌آباد) است. بدین منظور در گام نخست، شناخت مسائل و مشکلات مابین اصفهان و ده شهر همجوار با استفاده از مسیرهای دوگانه بازبینی متون اسناد و برنامه‌های شهری و انجام مصاحبه (نیمه ساختار یافته) با مدیران و کارشناسان شهری به تدوین بیانیه مشکلات انجامیده است. در گام دوم تحلیل مشکلات و مسائل شهرهای واقع در شهرمنطقه اصفهان، به کمک روش تحلیل شبکه‌های اجتماعی و با تشکیل سه شبکه «کنشگران مشکلات»، «محور مشکلات کنشگران» و «کنشگران درون سازمانی مشکلات» و بر اساس شاخص‌های «مرکزیت درجه»، «مرکزیت بینابینی» و «مرکزیت همجواری» انجام پذیرفته است. بر پایه یافته‌های تحلیل از شبکه نخست، مهم‌ترین کنشگر به منظور حل مشکلات شهرمنطقه اصفهان، معاونت «شهرسازی و معماری شهرداری اصفهان»؛ با توجه به شبکه دوم، مهم‌ترین زمینه‌های موضوعی مشکلات شهرمنطقه به ترتیب «ضعف خدمات‌رسانی»، «ساخت و ساز غیرمجاز» و «عدم هماهنگی سازمان‌های مدیریت شهری»؛ و با توجه به شبکه سوم نیز، مهم‌ترین کنشگر درون ساختار شهرداری اصفهان با هدف حل مشکلات شهرمنطقه، معاونت «حمل‌ونقل‌ و ترافیک» بوده است.

Network Analysis of Key Problems and Practitioners in Isfahan CityRegion Using Social Network Analysis

To meet the needs of residents, the city needs to interact with its surroundings as a resourcerich system. If the interaction become deficiency or weakened, the city’s ability to meet the needs of residents will become also difficult. Meanwhile, municipalities as the main actor of urban management play a major role in communicating cities and solve these problems, so that these issues can play a common language among the actors of the cityregion. The methodology of this research is descriptiveanalytical and it is an applied research. The main objective of research is to achieve the most important issues and the most important actors in the Isfahan cityregion (including Isfahan and ten neighboring cities). For this purpose, in the first step, by identifing of issues between Isfahan and ten neighboring cities, a problem statement has been formulated using the two paths 1:reviewing the texts of urban documents and programs and 2:conducting interviews (semistructured) with urban managers and experts of mentioned citis. In the second step, the issues and problems of the cities analyzed, using the method of social networks analysis and the formating of three networks 1:"actorsproblems", 2:"subject of problemsactors" and 3"intra organizational actorsproblems" and based on three indicators 1"degree centrality", 2"betweenness centrality" and 3"closeness centrality". According to the findings of the analysis of the first network, the most important actor in order to solve the problems of the cityregion of Isfahan is deputy of "Urban Planning and Architecture"; according to the second network, the most important subject of the problems of the cityregion are "service weakness", "unauthorized construction" and "noncoordination of urban management"; and with regard to the third network, the most important intra organizational (municipality of Isfahan) actor, is the deputy of "Transportation and Traffic".
