سنجش توسعه پایدار استان‌های ایران بر مبنای برنامه‌ریزی محیطی

ایجاد تعادل بین ابعاد اجتماعی، اقتصادی و زیست‌محیطی فعالیت‌های جامعه انسانی، توسعه پایدار و یافتن راه و روش رسیدن به این تعادل، موضوع برنامه‌ریزی محیطی و هدف نهایی آن رسیدن به توسعه پایدار می‌باشد. دستیابی به توسعه پایدار، یکی از مباحث عمده کشورها به ‌ویژه کشورهای درحال‌توسعه است. کشورهای درحال‌توسعه به‌منظور جبران عقب‌ماندگی‌ها، رهایی از فقر سیاسی، اقتصادی، فرهنگی و غیره و برای رسیدن به توسعه‌ای متعادل و همه‌جانبه که بتواند به بهبود وضع زندگی همه مردم منجر شود، به شناخت صحیح پتانسیل‌ها، توان‌ها و محدودیت‌ها در تمامی زمینه‌ها و مناطق خود نیاز دارند.پژوهش حاضر با هدف سنجش توسعه پایدار استان های کشور ایران انجام‌ شده است. روش تحقیق، ترکیبی از روش‌های توصیفی، اسنادی و تحلیلی با ماهیت توسعه‌ای_کاربردی است. جامعه آماری شامل 31 استان ایران بر مبنای آمارگیری سال 1390 می‌باشد. جهت ارزیابی از 4 مولفه نهادی، اقتصادی، محیطی و اجتماعی و 30 شاخص ترکیبی مثبت و منفی استفاده‌شده و جهت بیان اهمیت نسبی هریک از شاخص‌ها از مدل anp استفاده‌شده است. مدل بکار گرفته‌شده برای تحلیل داده‌ها promethee v می‌باشد. نتایج حاصل از پژوهش نشان داد که استان اصفهان با phi+(0.612)، phi(0.359) و phi (0.253) در رتبه اول و استان سیستان و بلوچستان با phi+(0.355)، phi(0.619) و phi(0.264) در رتبه آخر قرار دارد. در مجموع از کل استان های ایران به لحاظ شاخص های توسعه پایدار 8 استان در رتبه بالا (26 درصد)، 5 استان رتبه متوسط (16 درصد)، 10 استان رتبه پایین (32 درصد) و 8 استان در رتبه خیلی پایین (26 درصد) از توسعه قرار دارند.

The population consisted of 31 provinces of Iran is based on the 2012 census. 4 factors to assess the institutional, economic, environmental and social and 30 indicators used a combination of positive and negative ANP model to express the relative importance of each indicator is used. PROMETHEE V model used to analyze the data is taken.
