ارائه مدل بودجه ریزی در ایران بر مبنای رشد اقتصادی و رقابت پذیری منطقه‌ای با رویکرد پویایی سیستم

منابع کمیاب و نیازهای گوناگون در کشور، بودجه ریزی را به عنوان موضوعی بسیار با اهمیت و چالش برانگیز برای صاحبنظران و تصمیم گیران کلان اقتصادی تبدیل نموده است. با توجه به ساختار دولتی اقتصاد ایران و تمرکز قسمت اعظم منابع مالی در دست دولت، نظام بودجه‌ریزی تاثیر بسزایی بر کل اقتصاد ایران و همچنین رشد و یا عدم رشد و توسعه اقتصادی دارد. از اینرو با توجه به اهمیت و ضرورت این مساله در این پژوهش هدف اصلی ارائه مدل پیاده سازی بودجه ریزی با رویکرد پویایی سیستم و در نظر گرفتن متغیرهای رشد اقتصادی و رقابت پذیری منطقه‌ای است. به همین منظور با بکارگیری روش دلفی از 17 نفر از خبرگان متغیرهای تاثیرگذار (شامل متغیرهای جریان، انباشت، درونزا و برونزای کمکی) شناسایی شد، سپس ساختار مدل، نمودارهای علت و معلولی و حالتجریان و ارتباط مفهومی بین متغیرها در نرم افزار vensim ترسیم گردید. پس از شبیه‌سازی، اعتبار مدل ایجاد شده به‌وسیله سه آزمون کفایت مرز، ارزیابی ساختار و رفتار مجدداً مورد بررسی قرار گرفت، در انتها نیز با بررسی چهار سناریو مرتبط (مدیریت بودجه، بهبود توان رقابتی، کنترل تورم و جامع) سناریوی کنترل تورم پیشنهاد گردید.

Developing a Budgeting Model in Iran Based on Economic Growth and Regional Competitiveness by System Dynamics Approach

The scarce resources and diverse needs in the country have made budgeting a very important and challenging issue for macroeconomists and decision makers. Given the government structure of the Iranian economy and the concentration of much of the financial resources in the hands of the government, the budgeting system has a significant impact on the entire Iranian economy as well as on the growth or underdevelopment and economic development. Therefore, considering the importance and necessity of this issue in this study, the main objective is to present a budget implementation model with system dynamics approach and to consider the variables of economic growth and regional competitiveness.For this purpose, using the Delphi method, 17 experts identified the influential variables (including flow, accumulation, endogenous, and extroverted auxiliary variables), then model structure, cause and effect diagrams and stateflow diagrams and conceptual relationship between variables in Vensim software. It was drawn. After the simulation, the validity of the model was reevaluated by three tests of boundary adequacy, structural and behavioral assessment, and finally, by examining four related scenarios (budget management, improvement of competitiveness, inflation control and comprehensive) the inflation control scenario was proposed. .
