تحلیل استراتژیک امکان پیاده سازی نظام بودجه ریزی عملیاتی در ورزش کشور با استفاده از روش swot_anp

در سال های اخیر در کشور به منظور توسعه و گسترش ورزش، فعالیت های مستمر و حمایت های لازم از طریق تشکیلات دولتی به عمل آمده است و فرآیند برنامه ریزی و سیاست گذاری و بودجه ریزی درحوزه ورزش با قوت و ضعف هایی در طی مقاطع مختلف سیاسیاجتماعی توام بوده است. پژوهش حاضر با هدف بررسی استراتژیک امکان استقرار نظام بودجه ریزی عملیاتی در ورزش کشور و با روش swotanp صورت پذیرفته است. به این منظور روش تحقیق توصیفی پیمایشی و از نوع میدانی می باشد. جامعه آماری تحقیق در بخش کیفی(ماتریسswot) صاحب نظران و مسئولان ورزش کشور و در بخش کمی(swotanp) کارشناسان و مدیران عالی سازمان های متولی ورزش هستند. یافته های تحقیق نشان داد که از میان عوامل درونی و بیرونی موثر بر اجرایی نمودن بودجه ریزی عملیاتی 8 قوت، 9 ضعف، 10 فرصت و 8 تهدید شناسایی شد که منتج به استخراج 8 استراتژی در قالب 4 استراتژی کلی so، wo، st و so شد. از میان استراتژی های تدوین شده در نهایت نتایج نشان داد که استراتژی wo مهم ترین استراتژی در پیاده سازی نظام بودجه ریزی عملیاتی در ورزش کشور است که اشاره به اهمیت آموزش و آشنایی نیروی انسانی سازمان برای اجرای بودجه ریزی عملیاتی و آماده نمودن مدیران برای قبول مسئولیت های ناشی از اعطای اختیارات جدید با استفاده از نیروی پشتیبانی دولت در طرح بودجه ریزی جامع کشور و همچنین کاهش قوانین و ضوابط سختگیرانه و افزایش نظارت ها بر حسب شاخص های پیشرفت کار معین شده دارد.

Strategic analysis of the feasibility of implementing operational budgeting system in sport using SWOT_ANP

In recent years continuous activities and support are provided through government agencies to develop and expand sports and the process of planning, policymaking and budgeting in the field of sports has been accompanied by strengths and weaknesses across different sociopolitical levels. This study aimed to investigate the possibility of establishing strategic performancebased budgeting in sport by using SWOTANP. So, the research method is descriptivesurvey and field type. The statistical population of the study is in the qualitative sector (SWOT matrix) was experts and sports officials and in the quantitative sector (SWOTANP) are experts and senior managers of sport organizations. The research findings showed that 8 strengths, 9 weaknesses, 10 opportunities and 8 threats were identified among the internal and external factors affecting the execution of operational budgeting which resulted in the extraction of 8 strategies in the framework of 4 overall strategies of SO, WO, ST and SO. Among the formulated strategies, the results showed that the WO strategy is the most important strategy in implementing operational budgeting system in sport, that points to importance of training and familiarizing the organization’s staff with operational budgeting and prepare managers to take responsibility arising from granting new powers to use in support of country comprehensive budget plan, it also reduces stringent rules and regulations and increases oversight in terms of performance indicators.
