ارزیابی نظریه‌ی قراردادها در پروژه‌های مشارکتی bot و ارائه الگوی بهینه در شرایط اطلاعات متقارن

مدل قراردادی ساخت، بهره‌برداری و انتقال، مکانیسم تامین مالی است که دولت می‌تواند با استفاده از ظرفیت مالی بخش خصوصی، پروژه‌های زیرساختی را گسترش دهد. این پژوهش با بهره‌گیری از روش توصیفی- تحلیلی و در چارچوب مدل پایه‌ای پژوهش، ذیل نظریه‌ی قراردادها، مطابق با ابعاد نظریه‌ی انگیزه، به دنبال تبیین روشن‌تری از مسئله عدم تقارن اطلاعات در قراردادهای مشارکت عمومی– خصوصی از نوع bot هست. طبق این الگو در شرایط کژگزینی و کژمنشی در قراردادها می‌توان مطابق اصل آشکارسازی، قراردادها به‌گونه‌ای ارائه شود که متناسب با انگیزه دو طرف، تابع مطلوبیت حداکثر شود. مطابق با این الگو می‌توان مسئله کژگزینی را از طریق تحریک انگیزه‌های متقاضیان و انتخاب قرارداد توسط آن‌ها حل نمود تا چارچوب کلی برای انتخاب الگوی بهینه توسط کارفرما ارائه شود. نتایج نشان می‌دهد آشکارسازی اطلاعات توسط کارفرما ضمن حداکثر شدن تابع مطلوبیت کارفرما، مشارکت کارگزار نیز مطابق با اهداف در شرایط اطلاعات متقارن تامین ‌‌می‌گردد.

evaluation of contracts in cooperative projects bot and optimal model in symmetric information condition

the contract model is a construction, operation and transfers the financial supply mechanism that the governor can expand infrastructure projects using the private sector financial capacity.in this research, by using descriptive - analytical method and in the framework of the research model, the following theory of contracts, in accordance with the dimensions of motive theory, seeks to express a more clear explanation of the problem of information asymmetry in the public - private partnership contracts of the bot system.according to this pattern in terms of adverse selection and moral hazard in contracts, contracts can be provided in accordance with the principle of disclosure, contracts that suit the motivations of the two parties, the utility function is in the maximum.according to this model, we can solve the problem of adverse selection incants and choosing contracts by them to provide an overall framework for selecting the optimal model by the employer.the results show that information detection by the owner while maximizing the employer’s utility function is met with the objectives in symmetric information condition.
