فرآیند انتخاب فناوری در صنعت بالادستی نفت و گاز ایران با لحاظ اثر سرریز از دیدگاه اقتصادی

انتخاب و انتقال و توسعه فناوری، یکی از ارکان اصلی صنعت بالادستی نفت و گاز می‏باشد. فرآیند انتخاب فناوری در ایران با توجه به نوع مالکیت و اهمیت ویژه منابع نفت و گاز، به عنوان یکی از اجزای اصلی در بخش بالادستی این صنعت مطرح می‏گردد. انتخاب فناوری سازوکاری است که با هدف کسب منافع اقتصادی صورت می‏پذیرد. با این وجود برای رسیدن به انتقال فناوری موثر در این صنعت، لحاظ اثر غیرمستقیم علاوه بر اثر مستقیم آن، ضروری باشد. منظور از این اثرات غیر مستقیم در انتقال فناوری که باید در نظر گرفت موضوع سرریز فناوری است. مطالعه حاضر بر پایه روش مطالعه‏ای، با توجه به قوانین و منابع در دسترس، و هم راستا با مطالعات صورت گرفته می‌‏باشد. در پایان، پژوهش حاضر با هدف تدوین یک مدل مفهومی ارزیابی اقتصادی، یک ساختار کمی مطالعاتی انتقال فناوری را با لحاظ اثر سرریز ارائه می‏دهد و بیان می‏گردد که عدم لحاظ اثر سرریز یکی از دلایل اصلی غیر اثر بخش بودن انتقال فناوری در کشور می‏باشد و در صورت اعمال اثر سرریز در محاسبات فنی و اقتصادی و مباحث قراردادی در انتخاب و انتقال فناوری می تواند موجب بهبود اثر بخشی فناوری در سطوح مختلف صنعت و حتی ملی گردد.

the selection, transfer and development of technology is one of the main pillars of the upstream oil and gas industry. the process of selecting technology in iran, due to the type of ownership and special importance of oil and gas resources, is considered as one of the main components in the upstream part of this industry. technology selection is a mechanism that aims to achieve economic benefits. in order to achieve effective technology, transfer in this industry, it seems necessary in terms of indirect effect in addition to its direct effect. one of these effects on technology transfer that must be considered is the issue of technology overflow. the present study is based on the study method, according to the rules and available resources, and in line with previous studies. finally, the present study aims to develop a conceptual model of economic evaluation, a quantitative structure of transfer technology in terms of overflow effect. lack of impact of overflow is one of the main reasons for lack of impact of technology transfer in the country. if the effect of overflow is applied in technical and economic calculations and contractual cases in the selection and transfer of technology, it can improve the effectiveness of technology at various levels of industry and even at the national level.
