نگرشی نوین به زوایای مالی و مدیریتی چالش‌های خصوصی‌سازی در ایران با به‌کارگیری نظریه داده‌بنیاد (گراندد تئوری)

خصوصی‌سازی، موضوعی است که بنا بر میزان اهمیت و عدم اجرای درست آن در کشور، دغدغه بسیاری از مسئولین و پژوهشگران است و مطالعه در ابعاد گوناگون آن از جمله مولفه‌های مالی و مدیریتی، می‌تواند زوایای دیگری از آن را روشن سازد. هدف تحقیق حاضر مدل‌سازی نقش مقوله‌های مالی و مدیریتی به روش برخاسته از داده‌ها (داده‌بنیاد) -یک روش پژوهشی استقرایی و اکتشافی- در خصوصی‌سازی است. این پژوهش با مطالعه عمیق منابع و مقالات موجود در زمینه خصوصی‌سازی و انجام مصاحبه با خبرگان انجام شد. نتایج تحقیق نشان می‌دهد نقش عوامل مدیریتی در سطح کلان و مولفه های مالی در خصوصی سازی بسیار اساسی است. بر اساس پژوهش به عمل آمده عوامل علی مالی و مدیریتی اصلی اثرگذار در اجرای خصوصی‌سازی عبارتند از: 1. مولفه‌های مدیریتی شامل ضعف ساختار دولت، عوامل محیطی اثرگذار، کارشکنی و فساد در اجرا و عملکرد و ویژگی‌های اشخاص و 2.مولفه‌های مالی و حسابداری شامل مسایل درون و برون‌سازمانی شرکت‌های دولتی، مشکلات موجود در محاسبات و برآوردها، عوامل انگیزشی و مقررات و استانداردهای موجود. شرایط بستر، شرایط مداخله‌گر، راهبرده و پیامدها نیز بصورت مدلی یکپارچه ارائه شد و در نهایت مدل به دست آمده با استفاده از روش دلفی مورد تایید قرار گرفت.

a new approach to the financial and managerial angles of privatization challenges in iran using foundation data theory (grounded theory)

privatization is an issue that is the concern of many officials and researchers due to its importance and lack of proper implementation in the country, and a study of its various dimensions, including financial and managerial components, can clarify other aspects of it. the purpose of this study is to model the role of financial and managerial categories in a data-driven (data-based) method - an inductive and exploratory research method - in privatization. this research was conducted by in-depth study of existing sources and articles in the field of privatization and conducting interviews with experts. the results show that the role of macro-level management factors and financial components in privatization is very fundamental. according to the research, the main financial and managerial factors affecting the implementation of privatization are: 1. management components including the weakness of government structure, environmental factors affecting, sabotage and corruption in the implementation and performance and characteristics of individuals and 2. components ‌ financial and accounting issues including internal and external issues of state-owned companies, problems in calculations and estimates, incentives and existing regulations and standards. bed conditions, intervention conditions, guidelines and consequences were presented as an integrated model and finally the obtained model was approved using delphi method.
