مدلِ ارائه مطلوب خدمات عمومی، با بهره‌گیری از دیدگاه مقام معظم رهبری(مدظله العالی)

هدف از انجام این تحقیق استخراج شاخص‌های ارائه مطلوب خدمات عمومی، از دیدگاه مقام معظم رهبری (حفظه ا...) است. به این منظور با مطالعه بیانات رهبر معظم انقلاب (حفظه ا...) در خصوص ارائه خدمات، شاخص‌های ارائه مطلوب خدمات عمومی از دیدگاه ایشان احصاء گردید. روش تحقیق به لحاظ هدف توسعه‌ای و به لحاظ ماهیت روش توصیفی اکتشافی است. روش گردآوری داده‌ها کتابخانه‌ای است. ابزار گردآوری داده‌ها فیش‌برداری بوده است. همچنین فن دلفی در دو مرحله به کار گرفته شد، با استفاده از روش دلفی و تائید گروه اول از خبرگان امر، از میان شاخص‌های استخراج شده 15 شاخص شناسایی شد. در مرحله بعد هر کدام از شاخص‌ها که از لحاظ مفهومی به یکدیگر نزدیک بودند، ذیل یک مفهوم کلی و مشترک آورده شدند و در نهایت الگویی 6 وجهی حاصل گردید که ویژگی‌های مورد نظر به منظور ارائه مطلوب خدمات عمومی در آن لحاظ شده است، این الگو و ابعاد آن و ارتباط ابعاد با شاخص‌های احصا شده به تائید گروه دوم از خبرگان امر رسید. حاصل این مطالعه مدل 6 وجهیِ ارائه مطلوب خدمات عمومی است. 6 وجه مدل عبارت‌اند از: عادلانه بودن، مسئولانه بودن، صادقانه بودن، کارآمد، با روحیه جهادی و مخلصانه بودن.

Model of Providing Good Public Services, From the Viewpoint of the Supreme Leader (Ayatollah Khamenei)

The aim of this study was to provide the extract of the parameters of providing good public services, from the viewpoint of the Supreme Leader (God may protect him). For this purpose, the study considered the desired criteria of the provision of services, public services from Supreme Leader’s perspective. The research method in terms of aim was developmental and in its nature, it was descriptiveexploratory. The data was gathered through library research. The data collection tool was taking notes. The Delphi technique was applied in two stages, using the Delphi method and the confirmation of the first group of experts, from the parameters extracted 15 indicators were identified. Then each of the indicators, that are conceptually close to each other, was categorized in a general sense, and finally a 6sided model was created in which the desired features in order to provide good public services are included and then the model and its dimensions and connecting dimensions determined indicators were confirmed by the second group of experts. The result of this study was to provide good public services in a 6sided model. 6sided model includes: being fair, being responsible, being honest, being efficient, being a devotee, and finally being a jihadi.
