نظام جامع اطلاع رسانی بسیج از الزامات شکل دهی به قدرت نرم ارتش 20 میلیونی

مقابله با انواع تهدیدهای نرم، نیازمند قدرت نرم جمهوری اسلامی ایران است تا نظام با استواری باقی بماند و فرهنگ تفکر انقلاب، جهانی شده و در جهان استقرار یابد. دستگاه‌ها و نهادهای انقلابی باید زمینه‌ساز و شکل‌دهنده به این قدرت نرم بوده و توانایی مقابله با هر نوع تهدید را داشته باشند.بسیج یکی از دستگاه‌هایی است که با تاکید بر توان مردم، از جبهه‌های مقاوم برای مقابله با تهدیدهاست که با استقرار نظام جامع اطلاع‌رسانی تقویت می‌شود. طراحی و استقرار این نظام، دارای الزام‌ها و ملاحظه‌هایی است که در اینجا از منظر مدیران و متخصصان بسیج به آن می‌پردازیم.هدف این پژوهش، شناخت شیوة طراحی، پیاده‌سازی، استقرار و ادارة نظام جامع اطلاع‌رسانی در بسیج مستضعفین از منظرمتخصصان، سرآمدان و مدیران اطلاع‌رسانی است و با استفاده از روش کیو و با جمعیتی هفتادنفری از متخصصان، به ارائه نتایج و دستاوردها می‌پردازد. نتیجه نشان می‌دهد ایجاد یک نظام جامع اطلاع‌رسانی، نه‌تنها دارای رویکردهای خاص مدیریتی در اداره است، بلکه از چهارچوب‌های معین و الزام‌های مشخصی نیز پیروی می‌کند. بررسی انجام‌شده با استفاده از روش کیو، نتیجة تفکیک میان دو گونه دیدگاه مدیران و مسئولان بسیج، با دیدگاه کارگزاران و فعالان بسیج را مقابل ما نهاد. این امر نه‌تنها می‌تواند در ارائه ملاحظه‌های ادارة رسانه نقش داشته باشد، بلکه در تولید محتوا و عمل نیز موثر است

Countering all sorts of soft threats requires the soft power of the Islamic Republic of Iran to keep the system stable and the culture of revolutionary thought is globalized and established in the world. Revolutionary organizations and institutions should be the basis for this soft power and have the ability to deal with any kind of threat. Basij  is one of the organizations that  by the establishment of a comprehensive information system emphasizes the ability of the people to defend the frontiers that are threatened. The design and deployment of this system has the requirements and considerations that we are considering here from the perspective of the managers and specialists of the Basij. The purpose of this research is to understand the design, implementation, establishment and management of a comprehensive information system in the mobilization of the underprivileged from the perspective of experts, senior managers and information managers, and using the Quo methodology and with the seventysevenyearolds from the experts, presents the results and achievements. The purpose of this research is to understand the design, implementation, establishment and management of a comprehensive information system in the Basij from the perspective of experts, senior managers and information managers, and using the Q methodology. It is conducted between  seventy persons of  experts,and here we  present the results according the managers and experts perspectives. The result suggests that the creation of a comprehensive information system, not only has specific management approaches in the administration, but also follows certain frameworks and specific requirements. This study carried out using the Q method has led us to distinguish between the views of managers and, with the views of the Basij activists and information experts. Not only can this  contribute to the presentation of the views of the media administration, but also contributes to the production of content and practice.
