شهروندی و دموکراسی در فضای مجازی از واقعیّت تا فراواقعیّت

انسان در عصر حاضر با ورود به دنیای مجازی با پدیده های بسیار متفاوتی در عرصه گوناگون زندگی مواجه شده است.ورود به این دنیای متفاوت مفهوم سنّتی دولت که با مرزهای جغرافیایی همراستا بود، دچار ابهام شده و به تبع آن شهروندی و دموکراسی در تعاریف خود با ابهام کارکردی روبرو شده‌اند. می‌توان دو دیدگاه کلّی را دربارۀ‌ این‌که آیا اینترنت، دموکراسی و به تبع آن حقوق شهروندی را تقویت می‌کند؟ دیدگاه خوشبینانه بر این باور است که اینترنت مقیاس و سرعت اطلاعات را افزایش می‌دهد و نظارت و کنترل بیشتری را به روی رژیم اطلاعاتی در اختیار کاربرانِ اطلاعات می‌گذارد، از این‌رو تعهّد برای اطلاعاتِ نامحدود، تعهّد برای یک دموکراسی و حقوق شهروندی بهتری است. دیدگاه دیگر، استدلال‌هایی در رابطه با ناکارایی اینترنت در سیاست و حوزه شهروندی دارد، دیدگاهی که معتقد است اینترنت با توجه به عناصر هویّتی از قبیل جنسیّت، نژاد، وضعیّت اجتماعی افراد و نابرابری‌های فضایی و جغرافیایی تبعیض‌ساز است و نهایتاً این‌که، فضای اینترنت تحت نفوذ شدید منافع اقتصادی سرمایه‌داری است و از این‌رو نابرابری در حالِ افزایشی را نسبت به دنیای واقعی نشان می‌دهد. این پژوهش با استفاده از رویکرد تحلیلی توصیفی درصدد بررسی انتقادی اینترنت و رابطة آن با شهروندی و دموکراسی است. نتایج این پژوهش نشان می‌دهد که این مفاهیم در فضای مجازی چندان تحت تاثیر این فضا نیستند و بالعکس بیشتر متاثر از فضای واقعی و تحت تاثیر گفتمان دولت مدرن قرار دارند.

The citizenship and democracy in the virtual space, from the reality to the hyper reality

By entering the virtual world, the traditional concept of government that had correlated with geographical boundaries, became foggy. And consequently, citizenship and democracy in their definition faced with functional ambiguity. In this regard, two general views can recognize about the Internet. Whether the internet reinforces of democracy and thus civil rights or not. In the optimistic view, the internet increases scale and speed of information and more control and Supervision on Information regime Provides the Information Users. Hence, in this Approach, the obligation for unlimited information is the obligation for better democracy and civil rights. Another view has the arguments on Internet inefficiency in politics and field of citizenship. In regard to the elements of identity such as gender, race, social situation of people and spatial and geographical inequalities, this approach represents that the Internet has a discriminatory character. Finally, the Internet space is under the strong influence of the capitalistic economic interests and therefore growing inequality shows than the real world. This research by using descriptive analytical approach seeks to critically examine the Internet and its relationship with citizenship and democracy. The results show that these concepts in the virtual space isn’t affected by this space and vice versa further influenced by the real space and discourse of the modern government
