مولفه‌ها و ظرفیت‌های قدرت نرم جمهوری اسلامی ایران در دیپلماسی فرهنگی

امروزه جایگاه مولفه‌های فرهنگی در روابط بین‌الملل و سیاست خارجی بیشتر از هر زمان دیگری مورد توجه قرار گرفته است و ابزارهای فرهنگی به‌مثابه یکی از مهم‌ترین روش‌ها و تاکتیک‌های قدرت نرم مطرح می‌شود. از‌آنجاکه دیپلماسی فرهنگی تامین‌کنندۀ منافع ملی با استفاده از ابزارهای فرهنگی است، در شرایط کنونی نیازمند ابزارهای نوین، عمومی و فراگیرتری است تا بتواند به عرصه‌ای برای ظهور همۀ ظرفیت‌های بالقوه و قابلیت‌های تاریخی، علمی آموزشی و هنری یک کشور با هدف جذب مخاطبین بیشتر تبدیل شود. مقالۀ حاضر به دنبال تبیین ظرفیت‌ها و مولفه‌های قدرت نرم دیپلماسی فرهنگی جمهوری اسلامی ایران است تا بتواند ضمن مطالعه و بررسی روش‌مند و گویاتر دیپلماسی ایران، در جهت پردازش دقیق و منسجم‌تر ادراک‌های آن موثر واقع شود. در پایان، نگارندگان به ارائه راهکارهای موثر برای بهبود و تقویت مناسبات روابط خارجی و ارتقای جایگاه بین‌المللی ایران نیز پرداخته‌اند.

Components and Capacities of Iran’s Soft Power in Its Cultural Diplomacy

Today, the role of cultural components in international relations and foreign policy has been highlighted more than ever before and cultural tools have turned into the most important soft power techniques and tactics. Therefore, since cultural diplomacy provides cultural tools for realization of national interests, under the current circumstances it is in need of modern, popular and allembracing tools to develop into a medium for realization of all potential capacities as well as historical, scientific, educational and artistic capabilities of a country to attract more and more addressees. This paper seeks to clarify soft power capacities and components of Iran’s cultural diplomacy to be of use for precise and integrated processing of perceptions, while surveying Iranian diplomacy methodically and transparently. We have used a descriptiveanalytical method to present effective strategies for improving and promoting foreign policy relations and boosting Iran’s international status
