افول قدرت نرم آمریکا؛ دلایل و پیامدها

بررسی قدرت نرم امریکا بیانگر آن است که به‌ویژه در دوران ترامپ، تصویر امریکا رو به افول نهاده است. سیاست‌های ترامپ در دو عرصۀ داخلی و خارجی موجب کاهش نفوذ امریکا در عرصۀ بین‌المللی شده است. این مقاله به دنبال پاسخ‌گویی به این پرسش است که چرا قدرت امریکا رو به افول نهاده و این وضعیت چه پیامدهایی داشته است؟ نگارنده معتقد است عوامل درون‌زا و برون‌زا بر افول قدرت نرم امریکا تاثیر گذاشته است. در زمرۀ عوامل درون‌زا، برگزیدنِ رویکردهای درون‌گرایانه، منفعت‌محور، نظامی‌گرایانه و انحصارگرایانه و در زمرۀ عوامل برون‌زا، سیاست‌های یکجانبه‌گرایانه، ماجراجویانه، مداخله‌جویانه و آنتاگونیستی، افزایش تهدیدهای نامتقارن بازیگران مسلح غیردولتی، جابه‌جایی قدرت از غرب به شرق و برآمدن بازیگران نوظهور شرقی و امکان شکل‌گیری «نظام دو چندقطبی» مورد توجه قرار گرفته است. افول قدرت نرم امریکا پیامدهایی مانندِ کاهش مهاجرت نخبگان، جذابیتِ رو به افزایش چین و اروپا، افزایش احساسات ضدامریکایی، رواجِ بیشتر تروریسم و جذابیت بدیل‌های اسلام‌محور را به همراه داشته است.

The Fall of U.S. Soft Power: Causes and Consequences

A close study of the U.S. soft power, during Trump administration in particular, indicates that American vision of power is on the verge of collapse. Trump administration’s domestic and foreign policies have scaled down U.S. influence in international level. This paper intends to provide a response to the question of why the U.S. power is on the decline and what the consequences were. The author is of the opinion that a set of internal and external factors have caused the fall of U.S. soft power. Among internal factors mention should be made of adopting introspective, interestoriented, militaristic and monopolistic approaches. External factors involved are adopting unilateral, adventurist, interventionist and antagonistic policies as well as a rise in asymmetric threats by nonstate armed actors, shift of power from the West to the East and the rise of the newly emerged actors plus the possibility of “bipolar and multipolar system”. The fall of U.S. soft power had certain consequences such as the elite migration, rising attraction of China and Europe, heated antiAmerican sentiments, promotion of world terrorism, and Islamcentered alternative attractions.
