بررسی تاثیر سرمایه R&D داخلی، موجودی کالاهای سرمایه‌ای وارد شده و سرمایه انسانی بر روی ارزش افزوده صنایع با فناوری بالا در ایران

در این مطالعه با استفاده از روش اقتصادسنجی داده­های تابلویی، به بررسی تاثیر سرمایه r&d داخلی، موجودی کالاهای سرمایه­ای واردشده و سرمایه انسانی بر ارزش افزوده در صنایع با فناوری بالای ایران، طی دوره زمانی 13891374 پرداخته‌شده است. نتایج برآورد مدل تحقیق نشان می­دهد که سرمایه r&d داخلی، موجودی کالاهای سرمایه­ای واردشده و سرمایه انسانی اثرات مثبت و معنی­داری بر ارزش افزوده صنایع با فناوری بالا داشته­اند. لذا توصیه این تحقیق حمایت بیشتر دولت از فعالیت­های r&d داخلی است که از آن جمله می­توان به مشوق­های مالی مستقیم (کمک­هـای مالی مستقیم دولت مثل یـارانه­ها) و مشـوق­های مالی غیرمستقیم (بخشش مالیاتی) اشاره کرد. همچنین دولت با ایجاد زیرساخت­های لازم همچون قوانین و مقررات، تعریف، تضمین و اجرای حقوق مالکیت فکری، درجه رقابتی بودن اقتصاد و درجه باز بودن آن و... می­تواند تاثیر مستقیمی بر مخارج و فعالیت­های  r&dو قابلیت اثرگذاری آن بر ارزش افزوده صنایع با فناوری بالا داشته باشد. همچنین با توجه به تاثیر مثبت موجودی کالاهای سرمایه­ای واردشده بر ارزش افزوده صنایع با فناوری بالا توصیه می­شود که دولت تعامل با اقتصاد جهانی را هدف‌گذاری کرده و با اتخاذ سیاست­های مناسب، در جهت رفع تحریم­های اعمال‌شده علیه کشور گام بردارد.

The Impact of Internal R&D Capital, Imported Capital Goods Stock and Human Capital on Iranian High-Tech Industries' Value Added

This paper tries to investigate the impact of internal RD capital, imported capital goods stock and human capital on value added of Iranian hightech industries. To that end, we use a panel data set of Iranian fourdigit ISIC hightech manufacturing industries, over the period 19952010. The results show that internal RD capital, imported capital goods stock and human capital have positive and significant effect on value added of hightech industries. So this study recommends government to support the activities of RD which include direct financial incentives (direct government grants such as subsidies) and indirect financial incentives (tax forgiveness). Also, government can have a direct effect on RD spending and activities, and its capability of impact on the valueadded of hitech industries, by creating the necessary infrastructure such as rules and regulations, definition, assurance and enforcing intellectual property rights, the openness degree of the economy and its competitiveness, ... Also, due to positive impact of imported capital goods stock on value added of hitech industries, it is recommended that government should try to remove sanctions against the country by targeting the interaction with the global economy and adopting policies.
