مطالبات مالی ایران از شوروی در جنگ جهانی دوم ( یازده تن طلای ایران)

پس از حمله نیروهای متفقین به ایران، بانک ملی ایران و نمایندگان شوروی به منظور تامین هزینه‌های جنگ جهانی دوم، در اسفند 1321ش. موافقت‌نامه‌ای منعقد کردند که به موجب این قرارداد، دولت شوروی متعهد شد تا در ازای هزینه‌های دریافتی از ایران، پس از پایان یافتن جنگ، بدهی ایران را در قالب دلار و طلا به ایران بازگرداند. پس از خاتمه جنگ جهانی دوم، بدهی شوروی به ایران به یازده تن طلا رسید که می‌بایست به ایران می‌پرداخت. مقاله حاضر در پی آن است که با روش توصیفی – تحلیلی، بررسی کند آیا دولت شوروی توانسته است به تعهدات خود مبنی بر بازگرداندن طلب یازده تن طلای ایران، پایبند بماند یا خیر. یافته‌های پژوهش گواه آن است که دولت شوروی در بازگرداندن مطالبات ایران تعلّل ورزیده و علاوه بر امتناع از انجام این مهم، به حضور نیروهای نظامی خود در خاک ایران اصرار ورزیده است.

Iran’s financial demands from the Soviet Union during World War II (Iran’s eleven tons of gold)

Following the Allied invasion of Iran to finance World War II, the National Bank of Iran and the Soviet representatives signed an agreement in March 1321, under which the Soviet government pledged to reimburse Iran for the costs it received after its expiry. The war repaid Iran’s debt in dollars and gold. After the end of World War II, Soviet debt to Iran amounted to eleven tons of gold that had to be paid to Iran. The present article seeks to prove by a descriptiveanalytical method whether the Soviet government has been able to abide by its commitments to return the eleven tons of Iranian gold. The findings of the study indicate that the Soviet government has been delaying the repatriation of Iranian demands and has insisted on the presence of its troops on Iranian soil in addition to refusing to do so.
