ارائه مدل مطلوب انتخاباتی بر اساس سیاست‌های کلی انتخابات با مطالعه نظام‌های انتخاباتی بین المللی (مطالعه موردی آمریکا و آلمان)

زمینه و هدف: مشروعیت یا مقبولیت نظام‌های سیاسی از طریق انتخابات عمومی و خواست ملت‌ها ایجاد می‌شود و برخی حاکمیت‌ها مشروعیت خود را فرازمینی و تنها مقبولیت نظام سیاسی را از مردم می‌دانند؛ همانند نظام جمهوری اسلامی ایران که در مقدمه قانون اساسی آن این‌گونه آمده: «حکومت از دیدگاه اسلام، برخاسته از موضع طبقاتی و سلطه‌گری ‌فردی یا گروهی نیست، بلکه تبلور آرمان سیاسی ملتی هم‌کیش و هم‌فکر است که به خود سازمان می‌دهد تا در روند تحول فکری و عقیدتی، راه خود را به سوی هدف نهایی (حرکت به سوی الله) بگشاید». اما خودِ مقبولیت و برگزاری انتخابات در همه جای دنیا وابسته به یک نظام انتخاباتی بوده که حکومت‌ها بر اساس آن دموکراسی را اداره می‌کنند؛ که در این مقاله به دنبال ارائه یک مدل مطلوب انتخاباتی برخاسته از سیاست‌های کلی انتخابات با مطالعه نظام‌های انتخاباتی آلمان و آمریکا هستیم. روش: این مقاله‌ی پژوهشی از حیث هدف، کاربردی و توسعه‌ای بوده که داده‌ها با روش کتابخانه‌ای جمع‌آوری و به روش کیفی تجزیه‌وتحلیل شده است.یافته‌ها و نتایج: مقام معظم رهبری با دغدغه اصولی کردن نظام انتخابات کشور، در 24 مهر ماه 1395 سیاست‌های کلی انتخابات را در 18 بند به مسوولین کشور ابلاغ کرد که تاکنون هیچ نظام جامع انتخاباتی در این راستا تدوین و به اجرا گذاشته نشده است. نظر به اینکه سیستم انتخاباتی کشور آلمان و آمریکا نیز تناسبی و اکثریتی می‌باشد، با مطالعه استانداردهای بین‌المللی بر اساس سیاست‌های 18‌گانه ابلاغی رهبری، یک نظام انتخاباتی «تناسبی مردم‌سالار»  با ساختار مشخص و جامع ارائه کرده‌ایم.

field and aims: the legitimacy or acceptability of political systems is created through general elections and the will of the nations, and some governments consider their legitimacy extraterrestrial and the only acceptability of the political system from the people. like the system of the islamic republic of iran, which is stated in the preamble of its constitution, &government, from the point of view of islam, does not arise from the position of class and domination of an individual or group, but is the crystallization of the political ideal of a nation of the same religion and like-minded people, which organizes itself in the process of intellectual and ideological evolution. open your way to the final goal (moving towards allah). however, the acceptance and holding of elections in all parts of the world is dependent on an electoral system based on which governments manage democracy. in this article, we seek to present a desirable election model based on general election policies by studying the german and american electoral systems.method: this research article is applied and developmental in terms of its purpose, and the data was collected by library method and analyzed by qualitative method.finding and conclusion: concerned about making the election system of the country fundamental, the supreme leader announced the general election policies in 18 paragraphs to the officials of the country on october 24, 2016, and no comprehensive election system has been developed and implemented in this regard. considering that the electoral system of germany and america is also proportional and majority; by studying international standards based on the 18 policies announced by the leadership, we have presented a &proportional democratic& electoral system with a specific and comprehensive structure.
