نظارت بر انتخابات و نظام حوزه بندی انتخاباتی در آمریکا

زمینه و هدف: نظارت بر انتخابات در هر کشور به شیوه ای ویژه صورت می گیرد؛ براساس شیوه و سبک منطقه بندی ایالات متحده که متشکل از ایالات متعدد است، شیوه برگزاری انتخابات گسترده ای همچون ریاست جمهوری در تمامی ایالات به یک شیوه خاص و در راستای سیاست های همگون نخواهد بود. در آمریکا هئیت های خاص، نظارت بر انتخابات را بر عهده دارند. این هئیت ها تحت نظارت و هدایت «کمیسیون انتخاباتی فدرال» عمل می کنند و بر اساس قانون کمیسیون انتخاباتی فدرال، اعمال نظارتی، بیشتر معطوف به تبلیغات و هزینه های انتخاباتی بوده و حتی نظارت بر صلاحیت کاندیداها صورت نمی گیرد. روش: پژوهش حاضر از حیث ابزار تحقیق، اسنادی و کتابخانه‌ای و از حیث روش تجزیه و تحلیل، توصیفی_ تحلیلی است. یافته ها و نتایج: تمایلات و منافع حزبی و جناحی اعضای مجالس ایالتی می تواند با حوزه بندی انتخاباتی، تاثیری شگرف بر سرنوشت سیاسی کل مردم ایالات متحده باقی بگذارد. البته ترسیم مرزهای حوزه های انتخاباتی جزء اختیارات هر ایالت محسوب می شود و اگر چه در 32 ایالت از ایالات 50 گانه آمریکا، این وظیفه بر عهده مجالس مقننه ایالتی گذارده شده که غالباً تصویب نهایی آن ها مشروط به تایید فرماندار ایالت است، اما در باقی ایالات نهادهایی مستقل مسئول این امر شده اند که هر چند خروجی اقداماتشان در نهایت تاییدیه مجلس ایالتی را لازم دارد، اما گامی مثبت برای جلوگیری از گژ حوزه بندی به حساب می آید.
