رویه شورای امنیت در قبال اصل حاکمیت قانون در حوزه حقوق بشر با تاکید بر حقوق زنان و کودکان

زمینه و هدف: اساساً شورای امنیت به‌موجب منشور، رکنی خاص گرا یا وضعیت است، به‌عبارت‌دیگر دولت‌های عضو از آن رکن خواسته‌اند که نسبت به وضعیت یا اختلاف خاص از خود واکنش نشان دهد. بااین‌حال پس از جنگ سرد، گهگاه شورا قطعنامه‌هایی صادر نمود که هدف آن نه حل‌وفصل اختلاف موجود بین دو یا چند عضو است و نه وضعیتی که صلح و امنیت بین‌المللی را به مخاطره افکند، بلکه هدف اصلی پیشگیری از تهدید صلح و یا دیپلماسی و صلح سازی پیشگیرانه می‌باشد. در حقیقت این دسته از قطعنامه‌ها مخاطب مشخصی مثل زنان و کودکان دارند. روش: مقاله حاضر می‌کوشد، تا به شیوه توصیفی- تحلیلی به تبیین قطعنامه‌های مذکور بپردازد. یافته‌ها و نتایج: مشخص نمودن این‌که قطعنامه‌های مزبور به دنبال حل یک موضوع مرتبط با یک وضعیت خاص نمی‌باشند، بلکه غایت آن‌ها حل موضوع و مشکلی است که در جامعه بین‌المللی در حال گسترش است و تکرار یا افزایش تعداد موارد آن می‌تواند بر صلح و امنیت بین‌المللی تاثیرگذار باشد.
