تاثیر فرهنگ سیاسی شاه بر عدم توسعه سیاسی در دوره پهلوی دوم 1357-1332

واکاوی علل ناکامی توسعه سیاسی در دوره پهلوی دوم مورد تامل بسیاری از پژوهشگران بوده است. بیشتر آن‌ها عدم توسعه سیاسی ایران در این مقطع تاریخی را در ارتباط با ساختار قدرت سیاسی، رانتیر بودن دولت، ساختار اجتماعی و همچنین فرهنگ سیاسی اپوزسیون مورد بررسی قرار داده‌اند اما پژوهش حاضر تلاش دارد تا با الهام از رویکرد وبری به متغیر فرهنگ و با روش تاریخی– تحلیلی به تاثیر فرهنگ سیاسی شخص محمدرضاشاه بر عدم توسعه سیاسی در دوره مورد بحث بپردازد. این پژوهش درصدد طرح این پرسش است که فرهنگ سیاسی محمدرضا شاه چه تاثیری بر عدم توسعه سیاسی در بازه زمانی 1357-1332 داشته است؟ برای پاسخ به این سوال این مقاله به بررسی عناصر فرهنگ سسیاسی محمدرضا شاه پرداخته و تاثیر آنها بر روند توسعه سیاسی در بازه زمانی مورد نظر را مورد واکاوی قرار داده است. پژوهش حاضر بر پایه این فرضیه نگاشته شده است که آمریت، کیش شخصیت، توهم توطئه و قانون‌گریزی به‌عنوان برخی از عناصر فرهنگ سیاسی محمدرضا شاه با ایجاد تمرکز در قدرت و همچنین شخصی کردن آن مانع از مشارکت سیاسی جامعه- به‌عنوان یکی از مهمترین ارکان توسعه سیاسی- در دوره پهلوی دوم 1357-1332 بوده است.

analyzing the causes of the failure of political development in the second pahlavi period has been considered by many researchers. most of them have investigated the lack of political development of iran in this historical period in relation to the structure of political power, the rentier nature of the government, the social structure and also the political culture of the opposition, but the present research tries to, inspired by weber's approach to the variable of culture and with a historical-analytical method, deal with the influence of the political culture of mohammad reza shah on the lack of political development in the period under discussion. this research aims to raise the question that what effect did the political culture of mohammad reza shah have on the lack of political development in the period of 1953-1979? to answer this question, the research investigated the elements of the political culture of mohammad reza shah and examined their impact on the process of political development in the given period of time. the current research is written based on this hypothesis that authoritarianism, cult of personality, illusion of conspiracy and lawlessness as some of the elements of political culture of mohammad reza shah by creating concentration in power and also personalizing it prevented the political participation of the society - as one of the most important pillars of political development - in the second pahlavi period 1953-1979.
