تاثیر رسانه‌ها در حصول به دولت شفاف بنیان

ﻧﻈﺎم ﺳﯿﺎﺳﯽ ﻣﺮدم ﺳﺎﻻر در ﺳﺎﺧﺘﺎر ﺧﻮد ﻣﺴﺘﻠﺰم ﺗﺤﻘﻖ ﺳﻪ ﺷﺮط: ﺗﻮﺟﻪ ﺑﻪ آﮔﺎﻫﯽ ﻣﺮدم، ﺷﻔﺎﻓﯿﺖ و ﭘﺎﺳﺦ ﮔﻮﯾﯽ و ﻧﻈﺎرت اﺳﺖ. اﯾﻦ ﭘﮋوﻫﺶ ﺑﺎ ﺑﺮرﺳﯽ ﻣﻮﻟّﻔﻪ ﻫﺎ و ﺳﺎﺧﺘﺎر ﺗﮑﻮﯾﻦ دوﻟﺖ ﺷﻔﺎف در ﭘﯽ ﯾﺎﻓﺘﻦ ﭘﺎﺳﺦ ﺳﻮاﻻﺗﯽ: اﻟﻒ( ﻧﻘﺶ ﺷﻔﺎﻓﯿﺖ در ﺿﺎﺑﻄﻪ ﻣﻨﺪ ﮐﺮدن رواﺑﻂ ﺑﯿﻦ دوﻟﺖ و رﺳﺎﻧﻪ ﻫﺎ ﭼﯿﺴﺖ؟ ب( آزادی رﺳﺎﻧﻪ ﻫﺎ ﺗﺎ ﭼﻪ ﺣﺪی در ﺣﺼﻮل ﺑﻪ دوﻟﺖ ﺷﻔﺎف ﺑﻨﯿﺎن ﻧﻔﺶ دارد، ﻣﯽ ﺑﺎﺷﺪ. ﻧﺘﺎﯾﺞ اﯾﻦ ﭘﮋوﻫﺶ ﺑﺎ ﺑﻬﺮه ﮔﯿﺮی از روش ﺗﻮﺻﯿﻔﯽ ﺗﺤﻠﯿﻠﯽ و ﺟﻤﻊ آوری اﺳﻨﺎد ﮐﺘﺎﺑﺨﺎﻧﻪای ﺣﮑﺎﯾﺖ از اﯾﻦ دارد ﮐﻪ ﯾﮑﯽ از ﻣﻮﻟﻔﻪ ﻫﺎی ﻣﻬﻢ اﺻﻞ دوﻟﺖ ﺷﻔﺎف ﺑﻨﯿﺎن، اﻧﺘﺸﺎر ﺑﻪ ﻣﻮﻗﻊ اﻃﻼﻋﺎت ﺑﺎ ﺳﻮق ﺑﻪ ﺳﻤﺖ دوﻟﺖ ﺷﻔﺎف ﺑﻨﯿﺎن اﺳﺖ ﮐﻪ در ﻗﺎﻟﺐ ﻫﺎی ﻣﺪرن در ﻓﻀﺎی ﻣﺠﺎزی ﺑﺎ ﭘﻠﺘﻔﺮ ﻫﺎی ﻣﺒﺘﻨﯽ ﺑﺮ وب، اﯾﻨﺘﺮﻧﺖ و ﺑﺮﻧﺎﻣﻪ ﻫﺎی ﻋﻤﻮﻣﯽ ﺻﻮرت ﻣﯽ ﭘﺬﯾﺮد. ﺑﻪ ﺑﯿﺎﻧﯽ اﺻﻄﻼح رﺳﺎﻧﻪ ﯾﮏ ﺑﺮﭼﺴﺐ ﺧﺎص اﻧﻌﻄﺎف ﭘﺬﯾﺮ در ﻣﺤﯿﻂ دﯾﺠﯿﺘﺎل اﺳﺖ و ﻣﯽ ﺗﻮاﻧﺪ ﺑﺮای ﭘﻮﺷﺶ ﻫﺮ ﭼﯿﺰی از ﺳﺎزﻣﺎن ﻫﺎی رﺳﺎﻧﻪ ﻫﺎی ﺳﻨﺘﯽ ﮔﺮﻓﺘﻪ ﺗﺎ وﺑﻼگ ﻫﺎ و رﺳﺎﻧﻪ ﻫﺎی اﺟﺘﻤﺎﻋﯽ و ﺳﺎﯾﺮ ﺑﺮﻧﺎﻣﻪ ﻫﺎی ﮐﺎرﺑﺮدی دﯾﺠﯿﺘﺎل اﺳﺘﻔﺎده ﺷﻮد. دوﻟﺖ ﺷﻔﺎف ﺑﻨﯿﺎن ﻧﯿﺎزﻣﻨﺪ ﻧﻬﺎدﻫﺎی ﭘﺎﺳﺨﮕﻮ، رﺳﺎﻧﻪ آزاد و ﺟﺎﻣﻌﻪ ﻣﺪﻧﯽ ﻗﻮی اﺳﺖ. واﺿﺢ اﺳﺖ ﮐﻪ اﯾﻦ ﻧﻬﺎد ﻫﺎ از ﮐﺸﻮری ﺑﻪ ﮐﺸﻮر دﯾﮕﺮ ﻣﺘﻔﺎوت ﻫﺴﺘﻨﺪ و در ﻫﺮ ﻣﻮﻗﻌﯿﺖ و ﻣﺠﻤﻮﻋﻪ ای از ﻣﺴﺎﺋﻞ ﻣﺘﻔﺎوت اﺳﺖ. ﻟﺬا در اﯾﻦ ﭘﮋوﻫﺶ ﺳﻌﯽ ﺷﺪه اﺳﺖ ﺑﺼﻮرت ﻧﻤﻮدار ﺿﻤﻦ ﺗﺒﯿﯿﻦ ارﺗﺒﺎط ﺑﯿﻦ ﻣﻮﻟﻔﻪ ﻫﺎی دوﻟﺖ ﺷﻔﺎف ﺑﻨﯿﺎن، ﻧﻘﺸﯽ ﮐﻪ رﺳﺎﻧﻪ ﻫﺎ در ﺣﺼﻮل ﺑﻪ دوﻟﺖ ﺷﻔﺎف ﺑﻨﯿﺎن دارﻧﺪ را ﻧﯿﺰ ﺗﺒﯿﯿﻦ ﻧﻤﺎﺋﯿﻢ.

the influence of the media in achieving a transparent government foundation

considering that the democratic political system in its structure requires the fulfillment of three conditions: paying attention to people's awareness, transparency and accountability and monitoring, the present research by examining the components and structure of the formation of a transparent government seeks to find answers to questions such as: a) the role of transparency in what is regulating the relationship between the government and the media? b) which functions and features of the media play a significant role in achieving a transparent government. the results of this research, using the qualitative method of the paradigm model, indicate the causal factors, the background conditions of the central phenomenon, and the necessary strategies to achieve the result of transparency.the purpose of writing this research is to explain the relationship between the components of banyan's transparent government and outline the role of modern media in achieving this objective, because one of the important components of the principle of banyan's transparent government is the timely dissemination of information in modern formats in cyberspace with platforms based on web, internet and public programs are done.
