ارزیابی کارایی مراکز درمانی سازمان تامین اجتماعی طی سال‌های 1393-1391 با رویکرد تحلیل پوششی داده‌ها

سازمان تامین اجتماعی با مالکیت بیش از 10 درصد تخت‌های بیمارستانی کشور، در سال 1393 با افزایش 52/2 درصدی هزینه‌های درمانی روبه‌رو شده است. از سویی مراکز درمانی به عنوان بزرگ‌ترین واحدهای مصرف‌کننده منابع در نظام سلامت عملکرد یکسان و کارایی ندارند. مشخص کردن مراکز ناکارا و تشخیص نقاط ضعف در فرایند عملکرد جهت استفاده موثر از منابع و بهبود خدمت‌رسانی حیاتی است. بنابراین هدف، مطالعه ارزیابی کارایی مراکز درمانی سازمان در مقیاس استانی و توصیفی ـ تحلیلی به صورت مقطعی برای دوره زمانی 1391 تا 1393 است که از روش تحلیل پوششی داده‌ها و نرم‌افزار maxdea استفاده شده است. متوسط کارایی فنی مراکز درمانی تامین اجتماعی در دوره مورد مطالعه به ترتیب 0/944، 0/945 و 0/92 است و امکان کاهش در منابع اولیه بدون تغییر در سطح ستانده‌های به‌دست آمده به میزان 5/6، 5/5 و 8 درصد وجود دارد. به‌رغم کارایی بالای مراکز درمانی، وجود انباره‌های نامطلوب مخصوصاً در نیروی انسانی، نشان از ناکارایی تخصیصی دارد که باعث افزایش هزینه‌های پرسنلی و درمانی سازمان می‌شود. سازمان باید بر‌اساس شاخص‌های استاندارد در حوزه نیروی انسانی همانند پرستار و پزشک به تخت فعال، نیرو جذب کند. استفاده ناکارآمد از تخت فعال نیز باعث کاهش درآمد مراکز و افزایش هزینه‌ها می‌شود.

An Appraisal on Efficiency of SSO’s Health Centers During the Years 20122014 Based on DEA Approach

Owning more than 10 percent of hospital beds in Iran, Social Security Organization has faced a %52/2 increase in health care costs in 2014. health centers, as the largest consumer of resources within the health system, are not same in performance and efficiency. It is critical to distinguish inefficient health centers and to identify weaknesses in the performance process in order to use resources effectively and improve services. In doing so, This study aims to evaluate the efficiency of SSO’s health centers in the provincial scale. This paper is a crosssectional and descriptiveanalytical study covering years 20122014.        In order to assess the efficiency, data envelopment analysisas well as MaxDEA software have been used. The average technical efficiency of SSOrelated health centers during years 20122014 was 0.944, 0.945 and 0.92 respectively and the possibility of decrease in the primary sources without any change in the obtained outputs level were 5.6, 5.5 and 8 percent.        Despite the health centers’ high efficiency scores, there were unfavorable slacks, not least in human resources, indicating that there is an inefficient allocation, that in turn increases the staff and medical costs. The SSO should employ human resources such as nurses and physicians to bed in terms of accepted standards.. Inefficient use of beds in health centers may lead to an increase in costs and a decrease in earnings.
