امکان‌سنجی توزیع بهینه جمعیت در پهنه سرزمینی ایران بر پایه امکانات طبیعی و انسانی

جمعیت عامل اعتلا و بالندگی یک کشور است. وضعیت فعلی استقرار جمعیت و نظام شهرنشینی در کشور حاکی از تمرکزگرایی شدید و به نوعی شهرنشینی وابسته است که میراث شهرنشینی و سیاست‌های جمعیتی دوران قبل از انقلاب اسلامی و سیاست‌های ناکارآمد فعلی است. برای قطع شدن این زنجیره معیوب شهرنشینی و توزیع جمعیت به سیاست‌های جدید و نظام تصمیم‌گیری بدیعی که مبتنی‌بر توسعه پایدار باشد احتیاج خواهد بود. هدف از این پژوهش ارزیابی پهنه‌های مطلوب اسکان جمعیت کشور به منظور بازتوزیع جمعیت برای کاهش تمرکزگرایی و آسیب‌های منبعث از آن است. روش تحقیق مقاله حاضر توصیفی تحلیلی بوده و برای مکان‌یابی پهنه‌های مطلوب اسکان جمعیت کشور از مدل ترکیبی منطق فازی و تحلیل شبکه استفاده شده است. یافته‌ها حاکی از آن است که بر‌مبنای معیارهای 21‌گانه استفاده شده در پژوهش، اغلب مساحت استان‌های مرکزی و شرقی کشور که در حال حاضر نیز از جمعیت کمی برخوردارند برای اسکان نامناسب معرفی شده است. در نهایت دو راهکار در انتهای پژوهش معرفی شده که یکی تمرکززدایی از شهرهای با جمعیت بالا و هدایت آنها به شهرهای با جمعیت پایین در مناطق مطلوب برای اسکان و دیگری هدایت جمعیت به مناطق مرکزی، جنوبی و شرقی البته با بسترسازی دقیق و اساسی و توجه به مبانی اجتماعی - جمعیتی کشور است.

a feasibility study in to the optimal distribution of population in iran based on natural and human resources

population is one of the main causes of a country’s prosperity. the current situation of the population and urbanization system in the country indicates a strong centralism and a type of urbanization that is the legacy of the urbanization and population policies of the period before the islamic revolution and which have continued since. breaking down this flawed chain of urbanization and population distribution will require new policies and an innovative decisionmaking system based on sustainable development. in order to distribute the population within the geographical area available in the country, a solution, which can be carried out by the country’s decisionmaking authorities, is to enforce land management planning. the purpose of this study is, to find a futuristic plan, which evaluates the optimal areas of population settlement so as to redistribute the population and lead to a reduction of centralism and the damage caused by it. in this research, a combined model of fuzzy logic and network analysis has been used to locate the optimal areas of population settlement in iran.
