ارزیابی عملکرد ایمنی جاده‌ای استان‌های ایران

با افزایش اهمیت نقش ایمنی ترافیک در مباحث برنامه‌ریزی، برنامه‌های اجرایی و طرح‌های مطالعاتی مختلفی در جهت اجرای بهینه اقدامات ایمن‌سازی راه توصیه می‌شود. در این میان‌ بهره‌گیری از اصول و معیارهای تصمیم‌گیری و همچنین تکنیک‌های کارآمد حل مسائل تصمیم‌گیری، راه را برای مواجهه هرچه دقیق‌تر با مسائل فضای جغرافیایی باز می‌کند. پژوهش حاضر با نوآوری در متدولوژی و با هدف ارزیابی وضعیت استان‌های ایران در شاخص‌های ایمنی جاده‌ای، به بسط کاربرد روش پرومته و تحلیل‌های گرافیکی نتایج حاصله پرداخته است. ابزار تشخیصی و ارزیابی گسترده‌تر طراحی شده، تصمیم‌گیران را در آشنایی جامع‌تر با وضع موجود و تلاش برای بهینه‌سازی ایمنی جاده‌ای یاری می‌رساند. بعد از جمع‌آوری داد‌ه‌های کمّی مرتبط با ایمنی جاده‌های استان‌های کشور، شاخص‌سازی انجام و اوزان‌دهی به آنها‌ با استفاده از روش آنتروپی انجام شد. با استفاده از تکنیک پرومته و همگام با ابزارهای تحلیلی gaiaweb، promethee network، صفحه gaia و نمودارهای توصیفی، عملکرد استان‌های کشور مورد تحلیل قرار گرفتند. براساس نتایج به دست آمده، استان قم بهترین وضعیت را در برخورداری از شاخص‌های ایمنی جاده‌ای کشور به خود اختصاص داده و استان‌های سمنان، البرز و تهران در جایگاه‌های بعدی قرار داشتند. در این میان استان سیستان و بلوچستان نامناسب‌ترین وضعیت نسبی را در برخورداری از شاخص‌های ایمنی جاده‌ای در بین استان‌های کشور داراست. گفتنی است جایگاه برتر استان‌های قم، سمنان، البرز و تهران بیشتر به جنبه سیستمی / خدماتی ایمنی جاده‌ای متکی بوده و از لحاظ جنبه برآمدی (متوفیات و تخلفات جاده‌ای) در وضعیت نامناسبی است.

due to the increasing importance of the role of traffic safety in planning issues, various executive programs and study plans are recommended in order to achieve the optimal implementation of road safety measures. utilizing decisionmaking principles and employing efficient solutionfinding techniques helps provide a more accurate method of dealing with geographical issues. using an innovation in methodology, the present research has expanded the application of the promethee method and carried out a graphical analysis of the results in order to assess the status of iran’s provinces according to road safety indices. the diagnostic tools and broader evaluation employed in the research helps decision makers gain a more comprehensive understanding of the current situation and strive to further optimize road safety. in the present applied research, after collecting quantitative data related to road safety, the indexing was constructed and various weightings were attributed to specific indices using the entropy method. the performance of iranian provinces were analyzed and displayed using the promethee method, gaiaweb analytical tools, promethee network, gaia plane and descriptive chart. according to the results, the qom province has the best road safety indicators in the country. semnan, alborz and tehran provinces follow in second place. furthermore, the sistan and baluchestan provinces have the most inadequate relative status in terms of road safety indices among all other provinces in the country. it is worth mentioning that the higher levels of road safety found in the qom, semnan, alborz and tehran provinces rely more on the system / services aspect, and in terms of productivity, i.e. road deaths and violations, they are not doing well.
