طراحی مدل ساختاری – تفسیری عوامل موثر بر فساد اداری-مالی در سازمان‏‌های ورزشی

یکی از مهمترین آفت‌ها در هر جامعه‌ای فساد اداری-مالی است. سازمان‏‌های ورزشی به سبب حیطه وسیع عملکرد و چارچوب فعالیت آنها در سطح جامعه، همواره در معرض ریسک بالای وقوع فساد هستند. این مقاله ابعاد و شاخص‌های اصلی موثر بر فساد اداری-مالی در ادارات کل ورزش و جوانان را از طریق مدل‌سازی ساختاری – تفسیری شناسایی و تحلیل کرده است.تحقیق حاضر از نظر، هدف کاربردی و گردآوری داده‌ها توصیفی از نوع کیفی است و ابزار گردآوری اطلاعات پرسشنامه است. جامعه آماری شامل هجده نفر از خبرگان بود. ابتدا ابعاد و شاخص‌های فساد اداری-مالی براساس مطالعه ادبیات و تحلیل محتوایی و مقایسه‌ای پژوهش‌های مرتبط و مصاحبه با خبرگان و متخصصان شناسایی و سپس با استفاده از متدولوژی تحلیلی نوین و مدل ساختاری – تفسیری روابط بین ابعاد و شاخص های فساد اداری-مالی تعیین و به صورت یکپارچه تحلیل شده است. در نهایت با استفاده از تحلیل micmac میزان اثرگذاری و اثرپذیری عوامل مشخص شده است.یافته‌های مقاله نشان داد که عوامل در چهار سطح قرار گرفته‌اند، به‌طوری‌که عوامل کنترل و نظارت، مدیریتی و مزایای مالی در سطح زمینه‌ای و عوامل شفافیت و قانونگرایی در سازمان در راس مدل قرار گرفته‌اند.با توجه به یافته‌ها باید مسئولان بر مولفه‌های برنامه‌ریزی دقیق، توسعه عملکرد و رشد و یادگیری سازمانی برای توسعه مدیریت اقدام کنند و نسبت به احصای شاخص‌های ارزیابی، پرورش ارزیابان متخصص و بازدیدهای میدانی اقدامات لازم را به عمل آورند. همچنین احصای شاخص‌های نظام پاداش و پیاده‌سازی بر‌اساس آنها را در دستور کار خود قرار دهند.

Constructing a StructuralInterpretive Model of the Factors Affecting AdministrativeFinancial Corruption in Sports Organizations

Financial corruption is one of the most important concerns of any society. This is particularly true for sports organizations, which always have a high risk of corruption due to their broad scope of activity and the scope of their activity within the community level. This article identifies and analyzes the main dimensions and indicators that influence corruption in the Departments of Sports and Youth.  This was done by employing structuralinterpretive modeling.This study is a descriptive survey in terms of purpose and data collection. First, the dimensions and indicators of corruption based on literature review, content analysis, comparative research and interviews with experts and identification of experts, were found. Then, using the new analytical methodology and structuralinterpretive model (ISM), the relationships between the dimensions and indicators of corruption in finances were determined and integrated. Finally, using MICMAC, the variables were analyzed to determine the impact on other variables.The research findings show that, the factors consist of four levels, where control and supervisory factors, managerial factors and financial advantages are at the contextual level and transparency and policymaking factors are at the top of the model in the organization thus having the least impact on other factors.The results of this study demonstrated, control and supervisory factors, managerial factors, and salaries and benefits paid to employees, can play a significant role in creating corruption.
