آینده‌پژوهی نقش چیدمان نهادهای مدنی در بهینه‌سازی توان سیاسی جمهوری اسلامی ایران

پیچیدگی روز‌افزون جوامع امروز به‌طور فزاینده‌ای بار توسعه و ثبات سیاسی به ویژه در کشورهای در حال توسعه را بر‌عهده نهادهای مدنی قرار داده است. نهادهای مدنی چه برساخته دولت باشند و چه برساخته جامعه مدنی، اگر دارای چیدمانی باشند که بتوانند تمامی ظرفیت‌های اجتماعی و سیاسی را به خدمت گیرند، نظمی سیاسی با خود به ارمغان می‌آورند که به تدریج با پیشبرد توسعه و رساندن آن به شرایطی پایدار؛ از احتمال زوال سیاسی کاسته و موجب ارتقای توان سیاسی کشور شده و در بهترین حالت آن را به مرز بهینگی خواهند رساند.اما امروزه در ایران چیدمان این نهادها در وضعیتی نیست که موجب بهینگی توان سیاسی جمهوری اسلامی باشد و برعکس، به‌دلیل ضعف در به‌کارگیری تمامی ظرفیت‌های اجتماعی، بخش‌های جذب نشده را در مسیر تضعیف توان سیاسی جمهوری قرار داده و موانعی جدی برای توسعه سیاسی ایجاد کرده است. با این توضیح این پرسش پیش می‌آید که چیدمان نهادهای مدنی در آینده چه نقشی در بهینه‌سازی توان سیاسی جمهوری اسلامی خواهد داشت؟پژوهش حاضر با بررسی چیدمان نهادهای مدنی و اخذ روندها، به روش سناریو نویسی به شیوه تایدا و با تعیین شاخص‌های مربوطه و تحلیل آثار متقابل متغیرها به دنبال یافتن سناریوی مطلوب است.نتایج حاصل از پژوهش حاضر نشان می‌دهد که از میان همه سناریوها، آن سناریویی نهادهای مدنی مردم‌ساخت با اهداف خیرخواهانه، با اهداف نفوذ و با اهداف انتفاعی به ترتیب بیشترین تعداد را داشته باشد می‌تواند بیشترین افزایش را در توان سیاسی ایجاد کرده و آن را بهینه کند.

The Future Role of the Layout of Civil Institutions in Optimizing the Political Power of the Islamic Republic of Iran

The increasing complexity of today’s societies is placing more and more of a burden on developmental and political stability, and with developing countries and civil institutions this seems to particularly stand out.Whether they are civil or statemade civil institutions, if they have a layout that can serve all social and political capacities, they bring with them a political order that gradually progresses to sustainable development, reduces the likelihood of political deterioration, enhances the country’s political power and will at best increase it to the optimal level.The current arrangement of civil society organizations in Iran is such that, they are not only not in a position to provide the optimal level of political power for the Islamic Republic, but, on the contrary, due to their weaknesses in utilizing all social capacities, they have placed unabsorbed sectors on the path of the declining political power of the Islamic Republic, thus creating serious obstacles to political development. However, the question which arises is, what role will the layout of civil society play in optimizing the political power of the Islamic Republic of Iran in the future?The present study investigates the layout of civil society organizations and their trends. This is done using the scripting method of scenario writing and by determining the necessary indicators to find answers to the above question, to identify the possible scenarios and to achieve the optimal scenario. The propellants were identified by analyzing the effects of the variables using the Mac software.The results of this study show that among all the scenarios, the scenario, where civil society organizations have the highest degree of benevolence, influence, and have the most forprofit purposes, is the one most likely to increase, create and optimize political power.
