واکاوی جنگ‌های آبی جهت نیل به صلح پایدار آبی

آب مهمترین عنصر حیاتی در زندگی انسان از عوامل اقتصادی، سیاسی، اجتماعی، زیست‌محیطی و ... تاثیرگذار و تاثیر‌پذیر است. از یک‌سو‌ کمبود منابع آب شیرین و از سوی دیگر توزیع ناهمگون مکانی و زمانی آن از نظر مقدار و مرزهای جغرافیایی موجب شده تا آب و تقسیم آن به‌ یکی از موضوعات مهم در سطوح ملی و به ویژه فراملی در حوضه‌های آبریز فرامرزی تبدیل شود.در پژوهش حاضر به این مهم پرداخته شده که چگونه می‌توان از آب به‌عنوان سرچشمه حیات و عامل جنگ و خشونت‌ورزی به‌عنوان فرصتی برای نیل به صلح پایدار استفاده کرد؟در پژوهش به جنگ‌های آبی در مقیاس‌های مختلف ابعادی، عاملیتی و مکانی پرداخته شده است. در روند این پژوهش 926 درگیری و جنگ شناسایی شد که در آن «آب» در سه نقش «عامل»، «سلاح» و «تلفات» ایفای نقش داشته است. نکته بسیار مهم آنکه عامل و محرک بیش از 30 درصد این جنگ‌ها آب بوده است. همچنین به واژه‌شناسی «صلح» پرداخته و در نهایت تعریف جامعی از «صلح پایدار آبی» با توجه به عوامل تاثیرگذار ارائه شد؛ چرا که با توجه به پژوهش‌ها و بررسی‌های انجام شده رسیدن به یک تعامل مثبت به ویژه در زمینه تخصیص آب‌های فرامرزی یکی از مهمترین دغدغه‌های طرفین مذاکرات آبی است.

The Analysis of Water Wars in Order to Achieve Sustainable Water Peace

However water is looked at, whether it be economically, politically, socially or environmentally, it is the most vital element in human life. The shortage of fresh water resources on the one hand, and its heterogeneous spatial and temporal distribution in terms of quantity and geographical boundaries on the other hand, has caused water and its division to be one of the most important issues at the national and especially transnational level in crossborder catchments.Given that water is used as a source of life and can instigate war and violence, this study addresses how water can be seen as an opportunity to achieve lasting peace.In this study, water wars were studied according to various dimensional, factorial and spatial scales. In the process of writing this study, 926 conflicts and wars were identified in which water played the role of agent, weapon and casualties. It is very important to note that the agent and stimulus for more than 30% of these wars have been water. In this study, the terminology of peace was also discussed and a comprehensive definition of sustainable water peace based on influential factors was presented. This was because, according to various researches and studies carried out, achieving a positive interaction, especially with regards to transboundary water allocation, is one of the most important concerns of the parties in water negotiations.
