رهنمودهای ناظر بر خط‌مشیِ گذار به اقتصاد دانش‌بنیان در ایران: کاربست علم سودمند در جهت الگوی اسلامی-ایرانی پیشرفت

اقتصاد دانش‌بنیان، تولید و کاربرد دانش را منشا اصلی ایجاد ثروت می‌داند. کارایی این نظام اقتصادی، در گرو تعریف ساز‌و‌کارها و شناخت عوامل موثر بر تولید و به‌کارگیری دانش است، به‌طوری‌که از ارتباط این عوامل با یکدیگر، زمینه افزایش عملکرد سایر بخش‌ها نیز فراهم شود. بی‌تردید دسترسی به اهدافی همچون جایگاه برتر اقتصادی، رقابت‌مند شدن اقتصاد، رشد و توسعه پایدار و پرشتاب که در اسناد بالادستی و خط‌مشی‌های کلان کشور مورد تاکید قرار گرفته است، مستلزم درک شرایط محیطی اقتصاد نوین و توجه به ملزومات آن است. از‌سوی‌دیگر، با توجه به نارسایی‌های موجود در مدل‌ها و الگوهای توسعه و اصولی چون اصل وابستگی به مسیر، پسینی بودن مطالعات و عقلانیت محدود مطرح در اقتصاد تکاملی، الگوی اسلامی – ایرانی پیشرفت به‌منزله اصلی‌ترین و کلان‌ترین سند راهبردی کشور، مورد توجه و تاکید قرار گرفته است. بر این اساس، پژوهش حاضر، ضمن بررسی عوامل قابل توجه و ارائه ملاحظات ناظر بر خط‌مشی، گذار به اقتصاد دانش‌بنیان در ایران را با رویکرد الگوی اسلامی ایرانی پیشرفت مد‌نظر قرار می‌دهد. رویکرد پژوهش، استقرایی و نحوه انجام آن، کیفی بوده و بر‌اساس نظریه‌پردازی داده‌بنیاد (رویش نظریه‌ها)، ابعاد قابل توجه در این رابطه استخراج و ملاحظات مربوط به خط‌مشی ارائه شده‌اند. یافته‌ها نشان می‌دهند که این رویکرد باید مورد توجه بیشتری قرار گیرد.

Policy implications of Iran’s transition to knowledgebased economy: Applying effective science toward the model of IslamicPersian development

Knowledgebased economy is the most prominent approach of international economy in the 21th century that consider the knowledge production and usage as the main root of producing wealth. Defining the mechanism of works and identifying the effective factors on production and usage of knowledge is essential in this economic system, as the context of improving the performance of other sectors can be provided from the relationships. Absolutely, understanding the situational conditions of new economy and its perquisites is necessary for achieving the goals such as 1st economic rank in the region, economic competitiveness, sustainable growth and development that mentioned in macro policies. On the other hand, the IslamicPersian model of development is in agenda because the existing model of development are not suitable and compatible for Iran by considering the rules such as path dependency, expost studies and bounded rationality that represent in evolutionary economy. As a result, this research is exploring and identifying the policy implications of Iran’s transition to knowledgebased economy by taking account the IslamicPersian model of development. This inductive and qualitative research is based on grounded theory strategy that introduce the main dimensions and policy implications. Results showed that this approach must be take into account, seriously.
