چالش‌ها و راهبردهای جمهوری اسلامی ایران در مواجهه با هنجارهای حقوق بشری نظام بین‌الملل بر‌اساس روش تحلیل لایه‌ای علت‌ها

چالش‌های حقوق بشری همواره به‌عنوان محملی برای اعمال فشار بیشتر بر ایران در چهار دهه گذشته مطرح بوده است. این مقاله با بهره‌گیری از الگوی تحلیل لایه‌ای علت‌ها و با روش ترکیبی به بررسی علل این چالش‌ها در چهار سطح تحلیل لیتانی، علّی، گفتمانی و اسطوره‌ای و نیز ارائه راهبردهای پیشنهادی برای مقابله‌ با آنها در هر لایه پرداخته است. بر‌اساس یافته‌های پژوهش، در لایه نخست علت‌ها یا همان سطح لیتانی، شاهد یک جنجال رسانه‌ای و نیز بزرگنمایی تبلیغاتی هستیم که بیشترین عوامل شناسایی شده در لایه نخست به مسائلی همچون اعدام، حقوق زنان و پوشش آنها، حقوق اقلیت‌ها، روزنامه‌نگاران و نیز فعالان سیاسی بازمی‌گردد. در لایه دوم مبتنی‌بر مطالعه آثار و پژوهش‌های آکادمیک انجام شده، علل مختلفی همچون سیاسی‌، حقوقی، فناورانه و فرهنگی مورد شناسایی قرار گرفت. در لایه سوم نقش گفتمان غرب‌محور در نظام جهانی و همچنین گفتمان غرب‌باور در کشورهای پیرامون مطرح شد و در لایه چهارم به عواملی همچون اسطوره اومانیسم، لیبرالیسم و پلورالیسم اشاره شد. در نهایت با توجه به شناسایی علل مذکور در هر لایه، راهبردهای کوتاه‌مدت، میان‌مدت و بلندمدتی مطرح شد.

An analysis to Iran’s Foreign Policy Challenges Toward the International System’s Human Rights Norms, Based on the Casual Layered Analysis Method

Human rights challenges have always been a source of pressure on Iran over the past four decades. This article, with using a causal layered analysis and in a hybrid way, explores the causes of these challenges in four levels of Litany, empirical, Discourse and Mythological analysis, as well as offering suggested strategies to deal with them in each layer. According to the findings of the research, in the first layer of the causes, Litany, we see a media controversy as well as an advertising magnification, the most identified in the first layer on issues such as executions, women’s rights and their coverage, minority rights, journalists, and political activists Returns. In the second layer, based on the study of academic work and research, various causes such as political, legal, technological causes, cultural causes were identified. In the third layer, the role of the Westbased discourse in the global system as well as the Westbacked discourse was raised in the surrounding countries, and in the fourth layer, it was pointed out to factors such as the myth of humanism, liberalism, and pluralism. Finally, shortterm, mediumterm and longterm strategies were identified in order to identify the causes in each layer.
