کاربست روش تلفیقی sowtdematel در مدیریت یکپارچه حریم شهر تهران

تحقق مدیریت یکپارچه حریم شهری یکی از علل اصلی موثر بر یکپارچگی ساختار مدیریت شهری است. پژوهش حاضر با هدف بررسی جایگاه مدیریت یکپارچه حریم شهر تهران به روش توصیفی تحلیلی تدوین شده و برای تجزیه و تحلیل داده ها از روش تلفیقی  swotdematel استفاده شده است. با استفاده از نظرات کارشناسان و خبرگان؛ مهمترین نقاط ضعف، قوت، فرصتها و تهدیدهای پیش روی مدیریت یکپارچه حریم شهر تهران جامعه استخراج شدند. نتایج تحقیق در بخش d+r ،بین عوامل داخلی نشان میدهد که افزایش ناپایداری زیستمحیطی با کسب بیشترین امتیاز 7/88 و عدم تطبیق محدوده پیشنهادی با قوانین موجود با کسب امتیاز 7/40 در جایگاه اول و دوم واقع شده اند و اثرگذاری بیشتری در کاهش مدیریت یکپارچه این پهنه دارند. در بخش قوت ها نیز نتایج گویای آن است که عملیات سازی حریم مصوب پایتخت در طرح جامع شهر تهران و تنوع بسترهای محیطی در توسعه گردشگری با بیشترین وزن های حاصل از دیمتل در جایگاه های اول و دوم واقع شده اند و اثرگذاری بیشتری در مدیریت آن دارند. از سوی دیگر نتایج عوامل خارجی نشان می دهد که عدم یکپارچگی در مدیریت پهنه در جایگاه اول و عدم هماهنگی میان تصمیم گیران، مجریان و تصمیم سازان در مدیریت یکپارچه حریم پایتخت از عمده ترین و اثرگذارترین تهدیدات پیش روی محدوده مطالعاتی است. در نهایت از مهمترین فرصت های پیش رو می توان به مولفه های حمایت طرح های توسعه شهر تهران از پهنه مذکور و وجود مناطق گردشگری در این محدوده اشاره کرد.

The Application of a SWOTDEMATEL Syncretistic Method to Integrated Management of Urban Boundary of Tehran

The realization of an integrated management of urban boundary is one of the main factors affecting on an integration of urban management structure. This study aims to investigate an integrated management status of (urban boundary of) Tehran which have been conducted through descriptiveanalytical method. The key strengths, weaknesses (cons and pros), opportunities, and threats of an integrated management of urban boundary of Tehran were identified by using experts’ and elites’ point of views. According to the results of the D+R research among internal factors, environmental volatility increase (7, 88 score) as well as inconsistency of (rules and) regulations on the proposed urban boundary with the existing laws (7.40 score) have been ranked the first and second respectively. Also, these factors have greater impact on the reduction of an integrated management of this area. But, results of strengths show that (Capital Operations Approved by the Tehran Master Plan) and (Diversification of Environmental Platforms of Tourism Development) as two major factors which can also play more effective roles in the mentioned management have been ranked the first and second respectively through using DEMATEL Method. But, results of external factors indicate that disintegrated management of the area as well as discoordination between the authorities or decision makers on the integrated management of the urban boundary of Tehran are known as the most serious threats facing the case study. Consequently, the most important opportunities include the supportive components of Tehran development plans as well as the expansion of tourism in this area.
