مرجعیت؛ الگویی ایده‌آل برای سیاست خارجی جمهوری اسلامی ایران

نویسنده این مقاله با نقد دیدگاه ساختارگرای نئورئالیستی معتقد است، اگرچه الزامات ساختار نظام بین‌الملل، الگوی رقابت منطقه‌ای و در مرحله‌ای بالاتر الگوی هژمونی را به نخبگان سیاست خارجی ایران توصیه می‌کند اما اولویت و هدف سیاست خارجی ایران، رقابت با قدرت‌های منطقه‌ای و یا هژمون‌گرایی نیست. الزامات ناشی از فرهنگ و تمدن ایرانی، تجربیات تاریخی، روندهای داخلی و نظام باورهای نخبگان سیاسی در جمهوری اسلامی، الگوی مرجعیت منطقه ای را به عنوان هدف ایده‌آل برای سیاست خارجی جمهوری اسلامی تجویز می‌کند که این الگو با الگوی هژمونی به غایت متفاوت است. مرجعیت، درست بر خلاف راهبرد هژمونی از مولفه‌های فرهنگی و انسانی آغاز می‌شود و در عرصه مادی و عینی ظهور می‌یابد. مرجعیت آغازی یک جانبه از سوی دولتی است که حس عظمت فرهنگی و تمدنی دارد و حس اعتماد به نفس الیت سیاسی آن کشور برای حقانیت خود در ایفاء نقش مرجعیت منطقه‌ای بسیار بالاست. مرجعیت زمانی محقق می‌شود که کشورهای منطقه‌ای غیرمستقیم و به گونه‌هایی بر سیادت آن کشور اذعان کنند، جایگاه کشور مرجع را به مثابه یک تهدید نپندارند، به او اعتماد داشته باشند و حتی مشروعیت مداخله مثبت به کشور مرجع را در اختلافات منطقه‌ای و حتی امور داخلی خود بدهند...

The author in this article criticizes neorealist structuralism views, and suggest ideal model for Iranian foreign policy. although the structure of the international system force a regional competition model and, at a higher stage, a hegemonic model to the Iranian foreign policy elite, but the priority and purpose of Iran’s foreign policy is not to compete with regional powers or hegemony. The requirements of Iranian culture and civilization, historical experiences, internal trends and the political elite beliefs in the Islamic Republic, prescribe the regional leadership model as the ideal goal for the Islamic Republic of Iran’s foreign policy. This model is fundamentally different from the hegemonic pattern. Leadership model is precisely against the hegemonic strategy. Leadership model is based on cultural and human components and in result have a material and objective Achievement. Leadership model is inevitably a soft power. The policy of Leadership model is a unilateral and start from a government who’s cultural and civilization is more powerful. The sense of political selfconfidence of that country is very high for its legitimacy in the role of regional authority. The country with this goal, does not consider itself as a nation state, but considers itself as a civilizationstate with cultural background.
