تحلیل و ارزیابی سیاست های توسعه مالی دانشگاه بر اساس اسناد فرادستی آموزش عالی

با مطرح شدن اقتصاد مبتنی‌بر دانش و توجه به نقش اساسی آموزش عالی در این رویکرد، قوانین و سیاست‌های فرادستی بسیاری در حوزه آموزش عالی در بیش از یک دهه گذشته تدوین شده است. با‌این‌حال در سال‌های اخیر دانشگاه‌ها با چالش‌های مالی متعددی مواجه شده‌اند که غلبه بر آنها و نیز بهره‌گیری از فرصت‌ها و ظرفیت‌سازی متناسب در این زمینه، بیش از پیش مستلزم تحلیل یکپارچه قوانین و اسناد فرادستی است. بر این اساس در مقاله حاضر ابتدا بر پایه مطالعه اسنادی و نظرهای خبرگان با رویکردی تحلیلی به معرفی مفهوم «توسعه مالی دانشگاه‌» پرداخته شده و به کمک چارچوب برآمده از آن و با استفاده از روش تحلیل محتوا، چهارده سند فرادستی آموزش عالی بررسی شده است. یافته‌‌های تحقیق نشان می‌دهد سیاست‌های فرادستی آموزش عالی از‌منظر توسعه مالی دانشگاه‌ها با عدم توازن رو‌به‌رو بوده و جامعیت کافی ندارد. در کنار توجه اسناد فرادستی به مقوله «تامین منابع مالی»، سایر مولفه‌های توسعه مالی شامل «کارایی و مدیریت هزینه»، «تخصیص منابع»، «ترتیبات و ساختارهای نهادی» و «عوامل محیطی» نیز در سیاستگذاری‌های جدید و بازنگری اسناد باید بیش از گذشته مورد توجه قرار گیرد.

Analysis and Evaluation of Financial Development Policies of the university based on national higher education documents

Following the advent of knowledgebased economics and the importance of higher education in this approach, over the last decade, there have been numerous laws and policies in the field of higher education. At the same time, in recent years, universities have faced numerous financial challenges that overcoming them, as well as taking advantage of opportunities and appropriate capacity building in this field, require more integrated law analysis And the documents are alright. Accordingly, in this paper, firstly, based on documentary study and expert opinions with an analytical approach, the concept of "financial development of the university" has been addressed and, with the help of the framework derived from it, using content analysis method, 14 laws and upstream documents of higher education have been investigated. The findings of the research show that higher education policies are inequality and lack of comprehensive knowledge in terms of financial development of universities and, along with the consideration of laws in the category of "financing", other financial development components "Costeffectiveness and cost management", "resource allocation", "institutional arrangements and" environmental factors "should also be considered more than ever before in new policymaking and review of regulations.
