مفهوم سازی عدالت و ارزیابی عدالت محتوایی در طرح های توسعه شهری: ایضاح معیارها و پیشنهاد راهبردها

هدف از این مقاله تدوین اصول و معیارهایی است که در ارزیابی و اصلاح و تغییر طرحهای توسعه شهری در جهت دستیابی به عدالت شهری کمک میکنند. این پژوهش بر روش بازنگری تحقیقات و نیز تحلیل محتوای طرحهای توسعه شهری کشورهای بریتانیا و آمریکا استوار است. در این مقاله با بهرهگیری از دیدگاههای فلسفی درباره تعریف عدالت و همچنین استفاده از رویکردهای عدالت در برنامه ریزی شهری شش معیار کلی برای تدوین چارچوب مفهومی عدالت در برنامهریزی شهری پیشنهاد میشود. این شش معیار عبارتند از: نیاز، نابرابری به نفع طبقه محروم، برابری، تنوع، اجتماع گفتمانی و قابلیتهای شهری. معیارهای ارائه شده منطبق بر دو حوزه عدالت محتوایی و فرآیندی در طرحهای توسعه شهری هستند که در مقاله حاضر ارزیابی عدالت در محتوای طرحهای توسعه شهری موردنظر قرار گرفته است. در ادامه اهداف و تدابیر کلان مرتبط با هر یک از معیارها موردنظر در طرحهای توسعه شهری در پنج عرصه اصلی یعنی کاربری زمین، مسکن و محلات، حمل و نقل، اقتصاد و خدمات عمومی مورد بررسی و تحلیل قرار گرفت. در نهایت براساس مرور محتوای طرحهای مختلف و نیز مبانی نظری مرتبط با موضوعف راهبردها و سیاستهایی متلف برای تمین عدالت در طرحها در قالب معیارها دسته بندی و ارائه گردید.

Conceptualizing justice and evaluating substantive justice in urban development plans: Explication of criteria and suggesting strategies

The aim of this article is to formulate principles and criteria that help us in justicebased evaluation of urban development plansand modification of them to achive urban justice. this research is based on the research review methodology, as well as content analysis of urban development plans of the US and the UK. in this article, to proposed six general criteria for formulating the conceptual framework, use the philosophical perspective on the definition of justice as well as use of justice approaches in urban planning. these six criteria are: need, defferende principle, equality, diversity, discourse community and urban capability. The proposed criteria conform to substantive and procedural justice in urban development plans. In this article evaluation of justice i the content of urban develioment plans has been considered. Based on these criteria, main goals are defined within five significant fields in urban development plans: land use, housing, public utilities, transportation, economic and public services. Finally, we suggest, based on review and analysis of content of different development plans, strategies and policies to consider and ensure justice in urban development plans.
