تحلیل نابرابری فضایی در برخورداری از کاربری‌های خدمات شهری؛ نمونه موردی: شهر یزد

از مهم‌ترین دغدغه‌های برنامه‌ریزان و مدیران شهری، نحوه توزیع، تخصیص منابع و خدمات شهری به‌صورت عادلانه در مناطق مختلف شهر برحسب نیازهای جامعه شهری است. توزیع‌نشدن بهینه خدمات میان مناطق و محلات مختلف شهر زمینه بروز مسائل ناشی از بی‌عدالتی‌ها و نابرابری‌های اجتماعی و اقتصادی را فراهم می‌آورد. این پژوهش با هدف بررسی و تعیین نحوه تخصیص و تمرکز منابع و خدمات شهری با تاکید بر رویکرد نابرابری فضایی در نواحی مختلف شهر یزد انجام شده است. روش پژوهش، توصیفی و همبستگی و روش گردآوری داده‌ها، کتابخانه‌ای و تکنیک‌های استفاده‌شده شامل شاخص ویلیامسون، آنتروپی شانون، تاپسیس و ضریب مکانی و همبستگی اسپیرمن و پیرسون است. یافته‌ها بیان‌کننده توزیع ناعادلانه تعدادی از تسهیلات و خدمات شهری در بین نواحی مختلف شهر یزد است. به علاوه نحوه توزیع فضایی خدمات شهری نشان از تمایل کاربری‌های اراضی شهر یزد به سمت تمرکز و قطبی‌شدن در بعضی نواحی دارد؛ همچنین رابطه‌ای بین رتبه برخورداری با تراکم جمعیتی نواحی وجود ندارد. یافته‌ها برقراری این رابطه را در گذشته نشان می‌دهد.  در پایان پژوهش برای کمک به افزایش عدالت فضایی در نواحی شهری یزد برمبنای ضریب مکانی، اولویت‌بندی کاربری‌های پیشنهادی در هر ناحیه مشخص شد.

Spatial Inequality Analysis in Utilization of Urban Services (Case study: Yazd city)

One of the main concerns of city planners and managers is how to distribute and allocate resources, and provide urban services fairly in different parts of the city according to the needs of the urban community. The lack of optimal distribution of services between different regions and areas of the city, provides for the emergence of problems aroused by injustices and socioeconomic inequalities. This paper aims to investigate and determine the allocation and concentration of resources and urban services; emphasizing on spatial inequality approach in different regions of Yazd. The research method was descriptivecorrelative, using library methods for data collection, and utilizing statistical techniques and Williamson’s utility models, Shannon Entropy, Topsis, LQ Factor, and SpearmanPearson Correlation Coefficient. Results indicate unequal distribution of a number of urban facilities and services among different regions of the city. Finally, the way of urbanservices spatial distribution indicates the tendency of urban land uses, to focus and polarity in some parts of the city; while there is also no relationship between the services and populationdensity of the regions. Findings show that this relationship has been existed in the past. Finally, in order to increase spatial inequality in differen regions of Yazd, the priority of suggested land uses was determined, using localcoefficient.
