تدوین و اولویت‌بندی راهبردهای پابرجا مبتنی بر سناریوهای باورپذیر افزایش تاب‌آوری کالبدی شهر تهران در برابر زلزله (نمونه موردی: منطقه 10)

پژوهش حاضر در نظر دارد تا با تکیه بر عوامل کلیدی موثر بر تاب‌آوری کالبدی در بافت‌های فرسوده شهری و با بهره‌گیری از رویکرد سناریونگاری، سناریوهای افزایش تاب‌آوری کالبدی منطقه 10 شهر تهران در برابر زلزله را موردبررسی قرار داده و بر اساس سناریوهای باورپذیر به تدوین و اولویت‌بندی راهبردهای پابرجا در راستای افزایش تاب‌آوری کالبدی محدوده موردمطالعه در افق 1404 بپردازد. روش این پژوهش توصیفی-تحلیلی بوده و به دنبال پاسخ به این سوال است که راهبردهای پابرجا و مطلوبی که بتوانند تاب‌آوری کالبدی محدوده موردمطالعه در برابر زلزله را در افق 1404 تضمین کنند کدامند؟ بدین منظور برای تدوین چارچوب نظری، ابتدا با استفاده از روش اسنادی، ادبیات و مبانی نظری موضوع بیان شده و سپس با تکیه بر تکنیک پویش محیطی، داده‌های تجربی مستخرج گردیده است. جامعه آماری این تحقیق شامل 20 نفر از خبرگان و متخصصین شهری بوده و روش نمونه‌گیری، هدفمند است. در گام اول، پس از تعیین وضعیت‌های احتمالی عوامل کلیدی و وزن‌دهی به آن‌ها توسط خبرگان، داده‌های لازم وارد نرم‌افزار  scenariowizardشدند و سناریوهای قوی، ضعیف و باورپذیر از این نرم‌افزار مستخرج گردیدند. در گام بعدی با تحلیل عوامل داخلی و خارجی مرتبط با تاب‌آوری کالبدی نمونه موردمطالعه، راهبردهای پژوهش در قالب روش swot و بر اساس سناریوهای باورپذیر ارائه شدند و درنهایت با استفاده از تکنیک ماتریس کمی برنامه‌ریزی استراتژیک (qspm)، راهبردهای پابرجا به‌منظور افزایش تاب‌آوری کالبدی محدوده موردمطالعه، احصاء و اولویت‌بندی شدند. نتایج پژوهش نشان می‌دهد چنانچه منطقه 10 شهر تهران قصد داشته باشد تا به سمت افزایش و ارتقای تاب‌آوری کالبدی در برابر آسیب‌های ناشی از مخاطرات طبیعی همچون زلزله قدم بردارد، تکیه بر راهبردهای پابرجای تدافعی اجتناب‌ناپذیر و الزامی است.

formulation and prioritization of sustainable strategies based on believable scenarios of increasing the physical resilience of tehran against earthquakes (case study: district 10)

relying on key factors affecting physical resilience and using scenario planning approach, this study investigated the credible scenarios of increasing the physical resilience of region 10 of tehran against earthquakes to formulate and prioritize sustainable strategies for increasing the physical resilience of the study area on the horizon of the year 2025. the study used a descriptiveanalytical method to answer the question: what are the sustainable strategies that can ensure the physical resilience of the study area against the horizon of 1404? for this purpose, in order to provide a theoretical framework, at first, the subject was explicated using documentary method and review of literature, and then, relying on environmental dynamics, experimental data were extracted. the statistical population of the study includes 20 urban experts and the sampling method was purposeful method. as the first step, by determining the possible status of key factors and weighting them by experts, the necessary data were entered into scenariowizard and strong, weak, and reliable scenarios were extracted from this software. at the next step, by analyzing the internal and external elements related to the physical resilience of the study sample, research strategies were presented in the form of swot and based on plausible scenarios. finally, by the strategic planning quantitative matrix (qspm) technique, sustainable strategies were enumerated and prioritized to increase the physical resilience. the results show that if district 10 of tehran tends to increase physical resilience in case of earthquake damage, reliance on sustainable defense strategies is inevitable.
