برنامه‌ریزی توسعه گردشگری و فضایی شهر نور با بهره‌گیری از رهیافت شهر خردورز

رشد و توسعه شهرها نیازمند هدایت با فرایندی برنامه محور و مشکل نگر در توجه به زمینه است. از سویی نیاز به مشارکت جامعه شهری در فرایندهای حل مسائل باعث ترویج رویکرد جدیدی در برنامه‌ریزی شهری به نام رهیافت شهر خردورز گردیده است. این رویکرد ضمن استفاده از فن‌آوری‌های نوین، هوشمندی را در جهت رفع مسائل به کار می‌برد. درواقع رهیافت شهر خردورز در تفاوت با رویکرد شهر هوشمند، تنها به کاربست فنّاوری اکتفا نمی‌کند و پایداری را با به‌کارگیری مسئله محور ابزارهای هوشمند ایجاد می‌کند. شهر ساحلی نور باوجود دارا بودن پتانسیل‌های گردشگری در حال حرکت به سمتی ناپایدار در ابعاد اقتصادی، اجتماعی و محیط زیستی است. در این مطالعه قصد داریم با استفاده از تدوین یک برنامه‌ریزی راهبردی به شناسایی پیشنهاد‌هایی فضایی در جهت رفع مشکلات مربوطه شهر با توجه به رهیافت شهر خردورز و گردشگری پایدار بپردازیم تا با دیدگاهی مسئله‌نگر بتوانیم هوشمندی را در برنامه‌های تدوینی به‌کارگیریم. روش پژوهش در این تحقیق توصیفی تحلیلی است. پس از شناختی مشکل‌نگر با استفاده از نرم‌افزار میک مک و برسی آن به‌وسیله درخت تحلیل مشکلات بیانه مشکلات و عرصه‌های تصمیم‌گیری مشخص شد. سپس تدوین راهبردهای برنامه بر اساس ماتریس qspm صورت پذیرفت. در پایان نیز سیاست‌گذاری‌هایی فضایی نظیر احداث اقامتگاه‌های بوم گردی در زمین‌های کشاورزی و مسیر مدور گردشگری ساحلی برای شهر نور، از اقدامات اجرایی پیشنهادشده در برنامه راهبردی بود.

Spatial planning of tourism development in Noor city by Application the Intelligent city approach

The growth and development of cities requires guidance with a programoriented and problem oriented process. On the other hand, the need for urban community participation in problemsolving processes has led to the promotion of a new approach in urban planning called the wise intelligent city approach. The coastal city of Noor, despite having tourism potentials, is moving in an unsustainable direction in economic, social and environmental dimensions. Therefore, according to the concept mentioned in the approach of intelligent city, for the economic, social and environmental development of Noor city, the sustainable tourism approach is also used. In this study, we intend to use a strategic plan to identify spatial proposals to solve the relevant problems of the city according to the approach of the intelligent city and sustainable tourism. The research method in this research is descriptiveanalytical. After the cognitive problem, using Mic Mac software and examining it by the problem analysis tree, the problems and decision filed were identified. Then strategies of plan were developed based on the QSPM matrix. Finally, spatial policies such as the construction of ecotourism resorts on agricultural lands and the circular coastal tourism route for the city of Noor, were among the executive measures proposed in the strategic plan.
