واکاوی اثرات اجرای قانون هدفمند سازی یارانه‌ها در بخش حمل و نقل و انرژی بر شاخص‌های توسعه گردشگری روستایی مورد: گردشگری روستاهای شهرستان بروجرد

با اجرای تحول تاریخی قانون هدفمند سازی یارانه‌ها در سال 1389، جراحی اقتصادی دوران گذر از اقتصاد یارانه‌ای به اقتصاد رقابتی و آزاد پس از گذشت دو دهه انتظار، عملیاتی شد و تحقیقات در مورد این موضوع را از منظر نظارت و ارزیابی اثرات بعد از اجرا، وارد عرصه جدیدی نمود. از آن‌جایی که طرح هدفمندی یارانه‌ها در بخش حمل و نقل و انرژی در راس برنامه‌های تحول اقتصادی دولت قرارگرفته؛ اجرای این طرح گردشگری سکونتگاه‌های روستایی را نیز همگام با سایر بخش‌ها از سیاست‌های خود متاثر ساخته است. در تحقیق حاضر تلاشی صورت می‌گیرد تا اثرات هدفمندی یارانه‌ها در بخش حمل و نقل و انرژی بر شاخص‌های توسعه گردشگری سکونتگاه روستایی شهرستان بروجرد، به صورت «ارزیابی حین اجرا» بررسی شود. نوع تحقیق کاربردی و روش پژوهش، توصیفی تحلیلی و روش گردآوری اطلاعات، کتابخانه‌ای و میدانی که جهت تجزیه و تحلیل داده‌های حاصل از پرسشنامه، از دو روش آمار توصیفی و آمار استنباطی (آزمون همبستگی کندال تائوبی، اسپیرمن و رگرسیون چند متغیره) استفاده می‌شود. در نهایت نتایج دلالت بر وجود رابطه معنادار بین شاخص‌های هدفمندی یارانه‌ها با شاخص‌های توسعه گردشگری در ناحیه مورد مطالعه دارد؛ بنابراین ارتقاء شاخص‌های عملکرد هدفمندی یارانه‌ها برای دستیابی به توسعه گردشگری در روستاهای شهرستان بروجرد به‌مثابه یکی از راهبردهای اثرگذاری است که باید بیش ‌از پیش مورد توجه دولت قرار گیرد.

Examining the Effects of Subsidy Reform Plan in Transport and Energy Sectors on the Indicators of Rural Tourism Development A Case Study of Tourism in Borujerd Villages

By implementing the historical transformation of the subsidy reform plan in 2010, the economic operation of the era of transition from a subsidized economy to a competitive and free one took place after two decades of waiting, and the studies on this issue from the perspective of monitoring and evaluating postimplementation effects entered a new field. As the reform subsidy plan in the transportation and energy sectors is the first priority of the government’s economic development agenda, the implementation of this plan has affected rural housing as well as other sectors of its policies. In the present study, an attempt is made to examine the effects of reform subsidies in the transport and energy sectors on rural tourism development indicators in Borujerd, as an &assessment during implementation&. The research is an applied one and its method is descriptiveanalytical. The data gathering method was library and field analysis. The data were analyzed using descriptive statistics and inferential statistics (Kendall’s taub,Spearman and multiple regression). Finally, the results indicated that there was a significant relationship between the reform subsidies indicators and rural tourism indicators. Therefore, the promotion of the reform subsidies indicators to achieve rural tourism development is one of the effective strategies that should be focused by the government authorities more than before.
